Operating budgetary balance and Cost-Benefit Analysis of the Czech Republic membership in the EU since 2008 to 2020

Abstract:
Tato bakalářská práce se zabývá čistou pozicí České republiky ve vztahu k rozpočtu Evropské unie a Cost-Benefit Analysis členství České republiky v Evropské unii. Jejím cílem je ukazatel čisté pozice i Cost-Benefit Analysis kvantifikovat a srovnat jejich vypovídací hodnotu. Výsledky výzkumu ukazují, že všechny zkoumané postupy výpočtu čisté pozice označují Českou republiku za čistého příjemce. Dále výstupy z Cost-Benefit Analysis poukazují na čistý přínos členství v Evropské unii v hodnotě cca 865 miliard Kč a převahu velmi signifikantních přínosů členství v Evropské unii. Kriteriální ukazatel současné hodnoty vyhodnotil členství České republiky v Evropské unii jako přijatelné. Jelikož všechny vypočtené ukazatele vyhodnocují členství v EU pozitivně, a to buď svojí kladnou hodnotu či převahou přínosů, je hypotéza č. 1 ve znění: „Všechny zkoumané ukazatele čisté pozice i zpracovaná Cost-Benefit Analysis vyhodnocují členství ČR v EU v letech 2008-2020 za prospěšné pro ČR“ potvrzena. Z provedené komparace čisté pozice a Cost-Benefit Analysis vyplývá, že Cost-Benefit Analysis zahrnuje nejen příjmy a odvody České republiky do rozpočtu Evropské unie vyjádřených v peněžních jednotkách, ale i další nepeněžní dopady členství. Z důvodu možnosti zahrnutí více faktorů pro hodnocení členství České republiky v Evropské unii je hypotéza č. 2 ve znění: „Cost-Benefit Analysis je pro účely ohodnocení členství ČR v EU vhodnější než ukazatel čisté pozice ve vztahu k rozpočtu EU “ vyhodnocena jako potvrzená.

Abstract:
This bachelor thesis deals with the operating budgetary balance of the EU membership concerning the Czech Republic and attempts to conduct a Cost-Benefit Analysis of the Czech Republic membership in the European Union. The purpose of this thesis is to count operating budgetary balance indicator and Cost-Benefit Analysis and compare informative value of each one. Results of the conducted research show, that each operating budgetary balance method evaluates the Czech Republic as a net recipient (receives more money than it gives). Outputs of the Cost-Benefit Analysis show a net benefit of 865 billion CZK and comparison of the impacts that cannot be attached with monetary values show more very significant gains of the European membership than cost. Due to results mentioned above that show Czech Republic membership as beneficiary, the stated hypothesis number 1: “Each operating budgetary balance indicator and Cost-Benefit Analysis evaluates Czech Republic membership in the European union as beneficial” is confirmed. In addition to these results, a comparison of the operating budgetary balance indicator and Cost-Benefit Analysis show that the Cost-Benefit Analysis can work with non-monetary impacts, therefore can work with more factors than operating budgetary balance indicator. The stated hypothesis number 2: „The Cost-Benefit Analysis is more suitable for evaluating membership of the Czech Republic in the European Union“ is due to the possibility of evaluation of more impacts confirmed.
