| Abstract: | Diplomová práce ve své teoretické části představuje stručnou definici, vymezení a zastoupení OSVČ v České republice, dále je představena role podnikatele v moderní ekonomice a jeho důležitost pro tržní proces, inovace a růst hospodářství, což tvoří teoretický základ pro argumentaci, proč a jakou formou je důležité zavedení efektivní státní pomoci OSVČ, při krizích s podobnou charakteristikou jako krize na jaře 2020. Závěrem teoretické části je uveden aktuální ekonomický diskurz na téma státní podpory OSVČ v domácí ekonomice i v zahraničí. Praktická část stručně představuje situaci na jaře 2020, jednotlivá omezující opatření a podrobné představení vládních podpůrných programů pro OSVČ. Podpůrná opatření jsou dále hodnocena a porovnána mimo jiné pomocí stupnice KEPO vytvořené za účelem orientace a porovnání opatření v rámci diplomové práce. Cílem práce je na základě teorie z první části a analýze vládní podpory na jaře 2020 představit soubor principů a zásad efektivní pomoci OSVČ při případných příštích krizích s podobnou charakteristikou. Poučení a soubor principů a zásad jsou představeny v závěru praktické části a na základě předchozí analýzy obsahuje doporučení maximální adresnosti podpůrných opatření, dále je doporučen důraz na rychlost dostupnosti podpory, minimalizaci administrativní zátěže pro podnikatele i státní správu, jednoduchost programů a informovanost OSVČ a zavedení nového zákona upravujícího český kurzarbeit jako nástroje pro pracovní trh pro případ radikálních ekonomických šoků typu koronavirové krize, strukturálních změn ekonomiky a dalších. Dodržení představených principů a zásad by při tvorbě nového systému podpory mělo přispět k rychlé, spravedlivé, levné, adresné a efektivní státní podpoře podnikatelům. |

| Abstract: | The theoretical part of the Master Thesis comprises of the brief definition, delimitation, and representation of self-employed entrepreneurs in the Czech Republic, next the role of entrepreneur in the modern economics is described as well as his importance for market process, innovations, and economic growth, which creates basis for argumentation for setting up effective government support for self-employed during economic crisis with similar characteristics as the crisis in spring 2020. The last part of the theoretical part consists of the todays’ literature review about foreign government support for self-employed people. The practical part of the Master thesis briefly introduces spring 2020 situation, each restrictive governmental action and detailed introduction of government support programmes for entrepreneurs. Support programmes are further examined and evaluated besides others by newly made scale KEPO created to compare and simplify orientation between each programme in the Master Thesis. The aim of the Thesis is to introduce a file of principles for effective government support for entrepreneurs during possible future crisis with similar characteristics as the one in spring 2020. The file of principles is created based on theory from first part of the Thesis and previous analysis of spring support. Lessons learned from spring support are then introduced in the conclusion of the practical part and comprise of these principles: there is a need for maximal targeting of government support, another recommendation is emphasis of quickness of the support delivery to entrepreneurs, least possible amount of administrative burden for entrepreneurs, simplicity of the support schemes and complex information about the programmes and government and lastly approval of kurzarbeit law in Czech Republic as the new tool in labour market for future radical economic shocks like COVID-19 crisis, structural changes and other significant economic crisis. Following designed principles while setting up a new policy for crisis management should lead to fast, fair, cheap, aimed, and effective government aid for entrepreneurs. |
