| Abstract: | Diplomová práce se zabývá vlivem pandemie covid-19 na právní úpravu místních poplatků na vybraném vzorku pěti obcí v České republice a její dopad do jejich rozpočtu. Cílem práce je analýza české legislativy za účelem zjištění, do jaké míry a jakým způsobem mohou obce v České republice ovlivňovat právní úpravu místních poplatků a objem příjmů z nich plynoucích. Dalším cílem práce je porovnat, jak vybraná malá města přistoupila k úpravě místních poplatků během pandemie covid-19 a vyčíslit dopady úprav obecně závazných vyhlášek na jejich rozpočty. Práce obsahuje teoretické poznatky o samostatné a přenesené působností obcí, zavádění a spravování místních poplatků a pravomocích obce ovlivňovat těmito poplatky své příjmy. Zvolenou metodou užitou v diplomové práci je pět případových studií, které se zabývají úpravou nebo případným rušením místních poplatků zavedených ve vybraných obcích během pandemie. |

| Abstract: | The diploma thesis deals with the influence of the covid-19 pandemic on the legal regulation of local charges in a selected sample of five municipalities in the Czech Republic and its impact on their budgets. The main goal of this thesis is to analyze the Czech legislation in order to determine how and to what extent municipalities in the Czech Republic can influence the legal regulation of local charges and the amount of income arising from them. Another goal of the work is to compare how selected small towns approached the adjustment of local charges during the covid 19 pandemic and to quantify the effects of amendments to generally binding public ordinances of municipalities on their budgets. The thesis includes theoretical knowledge about the self-government and delegated competence of municipalities, the introduction and administration of local charges and the competence of the municipality to influence its incomes with these charges. The chosen method used in the diploma thesis is five case studies, which deal with the adjustment or possible abolition of local charges introduced in selected municipalities during a pandemic. |
