| Abstract: | Diplomová práce se věnuje porovnání vnitřních předpisů pro oblast účetního zachycování majetku obcí v Česku a na Slovensku. Cílem práce je podat čtenáři přehledný obraz o závazných právních předpisech zabývajících se účetním zachycením majetku obcí v obou zemích a jejich dopadů na tvorbu vnitřních předpisů obcí. Teoretická část seznamuje čtenáře s veřejným sektorem a právními normami upravujícími účetnictví obcí. Praktickou částí je analýza zjištěných rozdílů v předpisech a porovnání postavení vnitřních předpisů v srovnávaných zemích. Práce rovněž vymezuje oblasti, u kterých se požaduje a nabízí jejich úprava vnitřním předpisem podle konkrétních podmínek obce. |

| Abstract: | The present diploma thesis focuses on comparison of internal regulations for area of accounting asset capture considering villages in Czech republic and Slovak republic. The goal of this thesis is to provide the reader with a clear vision of legally binding legislation designed for asset accounting for villages in both countries and their impact on creation of internal regulations. In the teoretical part, the reader is acquainted with the public sector and binding legislation. The analysis of discovered differences in legislation and comparison of internal regulation in countries represents the practical part of the thesis. The practical part defines areas where it is appropriate for village to establish specific rules using internal regulations according to village´s specific conditions. |
