| Abstract: | Bakalářská práce je zaměřena na vnitřní předpisy v oblasti územních samosprávných celků. Je rozdělena na dvě části, praktickou a teoretickou. První kapitola teoretické části je zaměřena na veřejnou správu, veřejné statky a veřejné služby a jejich financování. Druhá kapitola teoretické části se zabývá vybranými právními předpisy, které ovlivňují některé oblasti tvorby vnitřních předpisů v jednotkách územních samosprávných celků. Třetí kapitola teoretické části je zaměřena na oblast účetnictví a její požadavky na vnitřní předpisy. Poslední kapitola je praktická a navazuje na cíl práce. Cílem této práce je provedení analýzy vnitřních předpisů města Valašského Meziříčí, nalezení případných nedostatků a vytvoření doporučení. |

| Abstract: | This bachelor thesis is focused on internal regulations of territorial self-governing units. It is divided into two parts, theoretical and practical. First chapter of theoretical part deals with public sector, its entities, public goods and public services and how are they financed. Second theoretical chapter is focused on legislation that directly affects territorial self-governing units in chosen areas. Third theoretical part is focused on accounting area and its requirements on internal regulations. Last chapter is practical and focused on main goal of this thesis. The main goal of this thesis is to analyze internal regulations of the city Valašské Meziříčí, focus on possible drawbacks and suggest recommendations. |
