Evaluation of the success of protection measures against the spread of the COVID-19 pandemic in the EU in the economic context

| Abstract: | Tato diplomová práce se zabývá efektivitou ochranných opatření v zemích EU za rok 2020 ve vztahu k šíření a zasaženosti pandemií COVID-19 s ohledem na ekonomické důsledky, které představují náklady ochranných opatření. Téma pandemie COVID-19 bylo vybráno na základě aktuálnosti, propojenosti a závažnosti zdravotní a ekonomické krize. Ochranná opatření jsou zkoumána v rámci jednotlivých zemí EU za rok 2020 dle zasaženosti pandemií COVID-19 a přísnosti těchto ochranných opatření. Zároveň je analyzován ekonomický dopad pandemie za rok 2020, jenž je nákladem zavedených ochranných opatření. Tato byla rozdělena do tří clusterů podle zasaženosti (přes počet potvrzených případů a počet úmrtí), přísnosti a výše nákladů. Každý parametr je rozčleněn podle intenzity na malou/mírnou, střední/středně přísnou a velkou/přísnou. Pomocí dedukce jsou odvozeny konsekvenční události, které formují podmínky pro vyhodnocení. Na základě komparativní analýzy jsou clustery zemí a jejich pořadí vyhodnoceny za použití stanovených podmínek, jak pro scénář s počty potvrzených případů nákazy, tak pro scénář s počty úmrtí. Z výsledků analýzy vyplývá, že nejefektivnějšími ochrannými opatřeními jsou pro scénář s počty případů jak středně přísná, tak přísná opatření. V případě scénáře s počty úmrtí jsou nejefektivnějšími opatřeními středně přísná opatření. |

| Abstract: | This diploma thesis focuses on the effectiveness of protection measures in EU countries in 2020 in relation to the spread and impact of COVID-19 pandemics with regard to the economic consequences that represent the costs of protection measures. The theme of the COVID-19 pandemic was chosen on the basis of the topicality, interconnectedness, and severity of the health and economic crisis. Protective measures are examined within individual EU countries for 2020 according to the impact of the COVID-19 pandemics and the severity of these protective measures. At the same time, it is analyzed the economic impact of the 2020 pandemic, which is the cost of implemented protection measures. This was divided into three clusters based on the impact (based on the number of confirmed cases and the number of deaths), severity, and costs. Each parameter is divided according to intensity into small/moderate, medium/medium strict, and large/strict. Using deduction, consequential events are derived, which form the conditions for evaluation. Based on a comparative analysis, country clusters and their rankings are evaluated using specified conditions, both for the scenario with the number of confirmed cases and for the scenario with the number of deaths. The results of the analysis show that the most effective protective measures for the confirmed cases scenario are both medium strict and strict measures. In the case of the death rate scenario, the most effective measures are medium strict measures. |
