Analysis of the Care Allowance in the Czech Republic in 2007–2020 with Regards to Formal and Informal Care in 2020

| Abstract: | Bakalářská práce se zabývá příspěvkem na péči, který v ČR slouží od roku 2007 k financování sociálních služeb a potřebné péče osobám závislým na pomoci jiné fyzické osoby. Cílem bylo analyzovat příspěvek na péči v rámci sociálního zabezpečení v ČR, zjistit účelnost jeho využití, zjistit preferované prostředí, v němž je péče čerpána, ověřit obecně udávanou nedostatečnost výše příspěvku na péči k hrazení formální a neformální péče a navrhnout řešení jeho případné nedostatečnosti. Metodou literární rešerše jsou definovány teoretické koncepce sociální politiky a je vymezeno sociální zabezpečení v ČR. V jeho rámci je ukotven příspěvek na péči a dále jsou teoreticky definovány typy sociální péče v ČR – formální a neformální péče. Dále bakalářská práce analyzuje příspěvek na péči v ČR v letech 2007–2020. Stanovené cíle byly vyhodnoceny na základě dotazníkového šetření, které bylo provedeno na vzorku příjemců příspěvku na péči. Analýzou responsí byla potvrzena nedostatečnost výše příspěvku na péči u 43 % respondentů, bylo zjištěno účelné využití příspěvku na péči u 100 % respondentů a byla zjištěna preference péče v domácím prostředí u 78 % respondentů. Závěr práce formuluje některá konkrétní opatření, která by mohla pomoci s řešením nedostatečné výše příspěvku na péči – například zavedení individualizovaného pátého stupně příspěvku na péči, obnovení valorizace příspěvku na péči či opětovné zavedení příspěvku při péči o osobu blízkou nebo jinou osobu. |

| Abstract: | The Bachelor thesis explores the topic of the Care Allowance, which has been used to finance social services and necessary care for persons dependent on the assistance of another person in the Czech Republic since 2007. The goal was to analyse the Care Allowance in the context of social security in the Czech Republic, to determine the expediency of its use, to identify the preferred environment in which the care is taken, to verify the generally reported inadequate amount of the Care Allowance to cover formal and informal care, and finally to propose some solutions of the potential inadequacy. The thesis defines theoretical concepts of social policy and defines social security in the Czech Republic based on literary research. Within this framework, the Care Allowance is anchored and types of social care in the Czech Republic – formal and informal care – are defined. Subsequently, the Bachelor thesis analyses the Care Allowance in the Czech Republic in 2007–2020. Set goals were evaluated on the basis of a questionnaire survey carried out on a sample of the Care Allowance recipients. The analysis of responses confirmed the insufficiency of the level of the Care Allowance in 43 % of respondents, found an effective use of the Care Allowance in 100 % of respondents and found a preference for care at home in 78 % of respondents. The work's conclusion sets out some concrete measures that could help to address the possible insufficient amount of the Care Allowance – such as the introduction of an individualized fifth degree of the Care Allowance, the renewal of the Care Allowance valorization, or the reintroduction of the Carer's Allowance for a care of close or other person. |
