Availability of social services for seniors in the context of deinstitutionalization in the South Moravian region: the case study of Znojemsko in the period between 2011 to 2019

| Abstract: | Diplomová práce se zaměřuje na deinstitucionalizaci sociálních služeb, která patří mezi nejvýraznější trendy v oblasti péče o seniory v posledních letech. Cílem práce je zhodnocení dostupnosti sociálních služeb v kontextu deinstitucionalizace v Jihomoravském kraji, se zvláštním zřetelem na Znojemsko. Teoretická část se věnuje vymezení sociálních služeb, procesu deinstitucionalizace, jeho historii a praxi v zahraničí i u nás. Pozornost je dále věnována sociální politice v České republice, jejímu legislativnímu zakotvení, způsobům financování, ale i roli komunitního plánování v tomto procesu. V praktické části je řešena problematika deinstitucionalizace sociálních služeb. S účastníky komunitního plánování a experty z oblasti poskytování sociálních a sociálně-zdravotních služeb byly vedeny kvalitativní polostrukturované rozhovory, na základě kterých byly identifikovány postoje respondentů k této problematice i legislativní, finanční a další bariéry v tomto procesu. Bylo zjištěno, že největším problémem je financování, kdy finance nepostačují na dovybavování či zkvalitňování pomůcek a někdy sotva pokryjí provoz stávajících kapacit. Potřeba je nejen řešit zjištěné překážky, ale rovněž otevřít veřejnou diskusi o možnostech dlouhodobé péče o seniory a zapojit do ní širokou veřejnost. |

| Abstract: | The diploma thesis focuses on the deinstitutionalization of social services, which is one of the most significant trends in the field of care for the elderly in recent years. The aim of the work is to evaluate the availability of social services in the context of deinstitutionalization in the South Moravian Region, with special regard to the Znojmo region. The theoretical part deals with the definition of social services, the process of deinstitutionalization, its history and practice abroad and in our country. Attention is also paid to social policy in the Czech Republic, its legislative entrenchment, methods of financing, but also the role of community planning in this process. The practical part addresses the issue of deinstitutionalization of social services. Qualitative semi-structured interviews were conducted with participants in community planning and experts in the field of providing social and socio-health services. Based on these interviews, respondents' attitudes to this issue as well as legislative, financial and other barriers in this process were identified. It was found that the biggest issue is considered to be financing, when the funds are not enough to retrofit or improve aids and sometimes barely cover the operation of existing capacities. There is a need not only to address the identified barriers, but also to open a public debate on the possibility of long-term care for the elderly and to involve a general public in it. |
