CRITICAL ANALYSIS OF THE CURRENT SET-UP OF THE SYSTEM OF PAYMENT OF DISABILITY PENSIONS IN THE CONTEXT OF THE CHANGES MADE IN 2010 AND ITS FUNCTIONING IN 2010-2020

| Abstract: | Práce se zabývá problematikou zaměstnávání osob se zdravotním postižením. Autor si klade za cíl navrhnout vhodná doporučení pro tvůrce hospodářské a sociální politiky, které by vedly ke zvýšení integrace handicapovaných na trhu práce v České republice. Vychází přitom z teoretické části, která podrobně zpracovává téma invalidity, systému sociálního zabezpečení a v neposlední řadě také participace handicapovaných na trhu práce. V analytické části se autor zaměřuje na analýzu ekonomické aktivity OZP, analýzu výdajů na invalidní důchody a dávky určené pro OZP a analýzu strukturovaných rozhovorů s respondenty z řad OZP a jejich zaměstnavateli. Všechny analýzy jsou zkoumány v období mezi lety 2010-2020. Součástí prvních dvou analýz je také komparace stavu vybraných ukazatelů se stavem před zavedením současného systému výplat invalidních důchodů, který byl zaveden v roce 2010. Na základě analýz a vlastního výzkumu bylo potvrzeno, že současný systém podpory zaměstnávání OZP není pro zaměstnavatele, ale zčásti také pro samotné OZP, dostatečně motivující. V závěru práce autor navrhuje určitá doporučení, která by mohla zvýšit zaměstnanost OZP na trhu práce v České republice. |

| Abstract: | The thesis deals with the issue of employment of people with disabilities (PWD). The aim of the author is to propose appropriate recommendations for economic and social policy makers that would lead to increased integration of disabled people in the labor market in the Czech Republic. It is based on the theoretical part, which deals in detail with the topic of disability, the social security system and, last but not least, the participation of the disabled in the labor market. In the analytical part, the author focuses on the analysis of the economic activity of PWDs, the analysis of expenditure on disability pensions and benefits for PWDs and the analysis of structured interviews with PWD respondents and their employers. All analyses are examined over the period 2010-2020. The first two analyses also include a comparison of the status of selected indicators with the situation before the introduction of the current disability pension system which was introduced in 2010. Based on the analyses and own research, it is confirmed that the current system of employment support for PWD is not sufficiently motivating for employers, but partly also for PWD themselves. In the conclusion of the thesis, the author suggests some recommendations that could increase the employment of PWD on the Czech labor market. |
