| Abstract: | Tato diplomová práce se zabývá analýzou víceletých finančních rámců Evropské unie (EU) v letech 1988-2027, vývojem inovačních rámcových programů EU v období 1984-2027 a měřením inovací. Celky jsou zaměřeny zejména na popis vývoje výdajových struktur rozpočtů a programů. Data pro tu práci byla použita především z interinstitucionálních dohod EU a Eurostatu. V rámci statistických analýz víceletých rozpočtů, provedených za období 1988-2021, jsou vyměřeny podíly hlavních výdajových kapitol na rozpočtech včetně jejich tempa růstu a vypočtení hodnoty z rozpočtů na 1 obyvatele EU. Rámcové programy zahrnují analýzu vývoje kapitol, jejich podíl na celkové výši rámců a tempa růstu za sledované období 1984-2021. Inovační oblast je doplněna o analýzu měření inovací dle European Innovation Scoreboard, která se dále zaobírá vyjádřením inovační výkonnosti indikačních segmentů ČR a zemí EU jako celku v letech 2014-2021. Rozpočtové a inovační analýzy ukazují postupné navyšování plánovaných prostředků včetně změn v prioritizaci jednotlivých kapitol, kde dochází k většímu zaměření na oblast digitalizace, inovací a životního prostředí a modelují tak směřování EU do dalších let. |

| Abstract: | This diploma thesis deals with the analysis of the Multiannual Financial Frameworks of the European Union (EU) in the years 1988-2027, the development of innovative Framework Programmes of the EU in the period 1984-2027 and the measuring of innovations. The units are mainly focused on the description of the development of expenditure structures of budgets and programmes. The data for this work were used mainly from the EU Interinstitutional Agreements and Eurostat. The statistical analyzes of multiannual budgets, carried out for the period 1988-2021, measure the shares of the main expenditure chapters in the budgets, including their growth rate and the calculation of the value from the budgets per capita in the EU. The Framework Programmes include an analysis of the development of chapters, their share in the total amount of the frameworks and the growth rates for the observed period 1984-2021. The innovation area is supplemented by an analysis of innovation measurement according to the European Innovation Scoreboard, which further deals with the expression of the innovation performance of the indication segments of the Czech Republic and the EU countries as a whole in 2014-2021. Budget and innovation analyzes show a gradual increase in planned resources, including changes in the prioritization of individual chapters, where there is a greater focus on digitalization, innovation and the environment, and thus model the direction of the EU in the upcoming years. |
