| Abstract: | Diplomová práce se věnuje problematice zvyšování bezpečnostního povědomí v orgánech státní správy a zabývá se oblastí bezpečnosti z hlediska lidských zdrojů. První část práce je zaměřena na kybernetickou a informační bezpečnost, dále objasňuje základní pojmy z oblasti státní správy a zahrnuje rešerši relevantních zákonů, norem a standardů. Součástí práce je také přehled nejčastějších hrozeb, které cílí na personální bezpečnost, a dále je soustředěna pozornost na bezpečnost z hlediska lidských zdrojů a budování bezpečnostního povědomí. Ve druhé části práce je provedeno šetření, jak probíhá zvyšování bezpečnostního povědomí v konkrétní státní organizaci. Následně je navržen program budování bezpečnostního povědomí, který reflektuje potřeby dané organizace, a jsou předložena další doporučení pro tento orgán státní správy. Práce poskytuje teoretický pohled na význam zvyšování povědomí zaměstnanců v kybernetické a informační bezpečnosti. Současně nabízí řešení, jak zavést program budování bezpečnostního povědomí a rozvíjet bezpečnostní povědomí v prostředí orgánu státní správy. Cílem práce je analyzovat budování bezpečnostního povědomí v orgánu státní správy a předložit ucelený koncept způsobu práce se zaměstnanci v oblasti kybernetické bezpečnosti, který bude potenciálně aplikovatelný pro další orgány státní správy. |

| Abstract: | The thesis is focused on the issue of raising security awareness in public administration bodies and deals with the area of security from the point of view of human resources. The first part of the thesis focuses on cyber and information security, explains basic concepts in the field of public administration and includes an overview of relevant laws, regulations and standards. The thesis also includes an overview of the most common threats that target personal security, and then focuses on security from a human resources perspective and in terms of building security awareness. In the second part of the thesis, an inquiry is made into how security awareness is being raised in a particular government agency. Subsequently, a proposal of security awareness programme is designed to reflect the needs of the organization, and a set of further recommendations to the government agency is provided. This thesis provides a theoretical perspective on the importance of raising employee awareness in cyber and information security. At the same time, it offers solutions on how to implement a security awareness programme and develop security awareness in a government agency environment. The aim of the thesis is to analyse security awareness building in a government agency, and to present a holistic concept of how to work with employees in the field of cyber security, which would be potentially applicable to other government agencies. |
