Digitisation of public administration and making data available to the general public on the example of the construction department of a selected authority

This thesis deals with the issue of documents digitization and accessibility of Building Authority. The aim of this bachelor thesis is to propose a way of digitizing and making the data available to the public so that the necessary data can occasionally be obtained remotely and conveniently from their homes under the condition of unambiguous identification and authentication. The design is developed to address the problem of absence of documents in digital form as well as the lack of information system for data access in the construction department of the selected authority. It is based on the legislation in force in the Czech Republic, the recommendations of the staff of the authority and the experience of experts in the field of document imaging and data access. The starting point for the implementation was a series of interviews with stakeholders from the Construction Department and the Information Technology Department, as well as an analysis of the physical file room and the documents stored there. Based on the AS-IS analysis, the second part of the thesis is focused on the design of a solution for the digitisation of the record office and the specification of a future record management application. The result and contribution of this thesis is a recommendation for further, potential digitisation of the Building Authority files, together with the possibility of making the data available to the public based on their unambiguous digital identity.
