| Abstract: | Diplomová práce analyzuje sociální politiku EU na příkladu investičního nástroje REACT-EU, výzva č. 101, a zhodnocuje její efektivitu v rámci reakcí a opatření, která byla přijata s cílem zotavit společnost z pandemie covid-19. Cílem těchto reakčních politik bylo posílit materiálně-technickou infrastrukturu sociálních služeb a připravit ji na případné další vlny pandemie, a vytvořit si půdu pro zelené, digitální a odolné hospodářství. V návaznosti na to pak práce hodnotí praktickou aplikovatelnost politiky a její skutečné dopady. Vybrané téma disponuje především svou vysokou aktuálností. Problematika pandemie a klimatického znečištění jsou považovány za největší krize současnosti, a k jejich řešení je vkládáno nemalé množství finančních prostředků EU. Práce poskytuje vhled do tématiky způsobem, který vzhledem k novosti celého programu nebyl zatím nikým zpracován. Teoretická část nastiňuje aktuální průběh pandemie a zasazuje ji do kontextu vybraných ekonomických teorií. Druhá část vymezuje principy Zelené dohody a seznamuje se zásadami protipandemických evropských fondů. Praktická část analyzuje a porovnává data sesbírána z českých dotačních orgánů, a i s pomocí reálných zkušeností z terénu a s přihlédnutím k aktuálnímu dění ve světě dochází k následujícím závěrům. Reakce na potřebu pomoct sociálnímu systému v boji proti pandemii byla včasná a cílila přesně do nejvíce zasažených oblastí. Avšak praktická aplikovatelnost politiky se shledala v některých oblastech s dílčí neefektivností. Jako nedomyšlené je shledáno včlenění principů Zelené dohody, a to zejména podmínkou pořízení energeticky šetrných automobilů, pro které Česká republika nemá prozatím dostatečné materiálně-technické kapacity. |

| Abstract: | This thesis analyzes the EU social policy on the example of the REACT-EU investment instrument, call No. 101, and evaluates its effectiveness in the reaction that were taken to recover society from the covid-19 pandemic. The aim of the policy was to achieve the material and technical infrastructure of social services and prepare it for the possible next waves of the pandemic, and to create the ground for a green, digital and sustainable economy. Following this, the work evaluates the practical applicability of the policy and its real impact. The selected topic is very current. The issue of pandemics and climate pollution is considered to be the biggest crisis nowdays, and a considerable amount of EU funding is being used to address it. The thesis provides an insight into the topic in a way that, given the novelty of the entire program, has not yet been processed by any. The theoretical part outlines the current course of the pandemic and places it in the context of selected economic theories. The second part defines the principles of the Green Deal and introduces the principles of anti-pandemic European funds. The practical part analyzes and compares data collected from the Czech subsidy authorities, and with the help of real fild experience and taking into account current events in the world comes to the following conclusions. The response to the need to help the social system in the fight against the pandemic was timely and it targeted at the most affected areas precisely.However, the practical applicability of the policy was inefficient in some particular areas. The incorporation of the principles of the Green Deal is found to be ill-conceived, especially the necessary condition for acquisition of alternative-fuel cars for which the Czech Republic does not have sufficient material and technical capacity. |
