| Abstract: | Tato bakalářská práce je zaměřena především na samosprávnou činnost hlavního města Prahy v období První republiky. V teoretické části je popsána struktura veřejné správy a její výkonné orgány. Větší důraz je kladen zejména na obecní zřízení, což je základní vymezení pro praktickou část. Ta se soustředí především na analýzu příjmů a výdajů Prahy vsouvislosti se zabezpečením samosprávných činností. Analýza je provedena za pomoci srovnání příjmových a výdajových stránek rozpočtu vobdobí Rakouska-Uherska a během První republiky, přičemž cílem bylo zjistit, zda samospráva svými činnostmi naplňovala veřejný zájem. Výzkum prokázal, že činnosti zabezpečované Prahou byly v souladu s veřejným zájmem a často přesahovaly vymezení uvedené v tehdy platném zákoně o obcích. Závěrem práce je také zjištění, že se priority samosprávy nelišily od současných priorit. |

| Abstract: | This bachelor thesis is focused mainly on the self-governing activities of the capital city of Prague in the period of the First Republic. The theoretical part describes the structure of public administration and its executive bodies. Greater emphasis is placed, especially on the municipal establishment, which is the basic definition for the practical part. It focuses mainly on the analysis of revenues and expenditures of Prague in connection with the provision of self-governing activities. The analysis is carried out by comparing the revenue and expenditure aspects of the budget during the Austro-Hungarian period and the First Republic, with the aim of finding out whether the municipality fulfilled the public interest through its actions. The research has shown that these acts provided by Prague were in accordance with the public interest and often exceeded the definition set out in the applicable Municipalities Act. The conclusion of the work is also the finding that the priority of self-government did not differ from the current priorities. |
