| Abstract: | Diplomová práce se zaměřuje na analýzu nastavení politiky Kurzarbeitu ve Francii, Německu a České republice s využitím historických dat let 2010-2020. Cílem je analýza a zhodnocení účinnosti jednotlivých režimů. Způsob provedení analýzy založen na několika metodických konceptech a postupech. Diplomová práce odpovídá na otázky dopadů politiky Kurzarbeitu i v případě faktické neexistence tohoto nástroje v rámci České republiky. Odpovídá na základní otázky efektivnosti nastavení politiky, které musí být zodpovězeny před případným provedením hloubkové analýzy. Český systém je zejména omezený v případě předpokladu možného efektivního plánování krizí, které je nerealistické. Automatické nastavení by se v rámci testování na teoretickém modelu vyplácelo v kombinaci s možným udržením využití Kurzarbeitu v nižším rozsahu. Francouzská i německá politika nesou oproti české podobě významné legislativní výhody. Empirická analýza ověřuje úspěšnost politiky v zemích s vyšší obvyklou délkou v nezaměstnanosti, či státech, kde je štědřejší systém podpor v nezaměstnanosti. |

| Abstract: | The thesis focuses on the analysis of the policy settings of the Kurzarbeit in France, Germany and the Czech Republic using historical data from 2010-2020. The aim is to analyse and evaluate the effectiveness of the different schemes. The way the analysis is carried out is based on several methodological concepts and procedures. The thesis answers the questions of the impact of the Kurzarbeit policy even if this instrument does not exist in the Czech Republic. It answers the basic questions of the effectiveness of the policy setting that must be answered before any in-depth analysis can be carried out. In particular, the Czech set-up is limited in the case of the assumption of possible effective crisis planning, which is unrealistic. An automatic setup would be worthwhile in the context of testing on a theoretical model, combined with possibly keeping the use of Kurzarbeit to a lower extent. Both the French and German policies carry significant legislative advantages over the Czech form. The empirical analysis verifies the success of the policy in countries with a higher usual duration of unemployment or countries with a more generous unemployment benefit system. |
