Abstract:
Tato diplomová práce se zabývá krajskou diferenciací minimální mzdy v České republice na základě dat z období 2019-2021 s cílem zjistit, zda a jaké odstupňování krajské výše minimální mzdy v jednotlivých krajích ČR je méně tržně deformační ve srovnání s plošnou (jedinou) minimální mzdou. Teoretická část práce se skládá z několika částí, kde jsou postupně představeny pohledy vybraných ekonomických škol na problematiku minimální mzdy, zavádění minimální mzdy do praxe včetně empirických studií ze zemí s regionálně diferenciovanou minimální mzdou a návrhy na budoucí podobu minimální mzdy v České republice a Evropské unii. Praktická část obsahuje nejprve kapitolu zabývající se potřebou krajské diferenciace minimálních mezd v České republice, která je na základě odlišného mzdového rozložení v krajích potvrzena. V následujících kapitolách je testována závislost mezi pořadím krajským 1. decilem mezd a vybranými krajskými ukazateli s cílem nalézt ukazatel, který s úrovní nejnižších mezd nejvíce koreluje. Z pořadové korelace vybraných faktorů vyplynulo, že nejsilnější závislost k pořadí 1. decilu mezd v krajích vykazuje ukazatel o počtu uchazečů na 1 volné pracovní místo, a proto byl tento ukazatel doporučen za vhodný nástroj pro odstupňování krajské výše minimální mzdy. Práce tak poskytuje jiný pohled na problematiku minimální mzdy, konkrétně zkoumání vhodných nástrojů pro odstupňování krajské výše minimální mzdy.

Abstract:
The thesis examines the regional differentiation of the minimum wage in the Czech Republic based on data from the period 2019-2021, with the aim to determine whether and which regional differentiation of the minimum wage in NUTS 3 regions of the Czech Republic is less market-distorting compared to the flat (single) minimum wage. The theoretical part of the thesis consists of several parts, where the following are presented: the perspectives of selected economic schools on the minimum wage, the implementation of the minimum wage in practice including empirical studies from countries with regionally differentiated minimum wages, and proposals for the future form of the minimum wage in the Czech Republic and the European Union. The practical part first includes a chapter dealing with the need for regional differentiation of minimum wages in the Czech Republic, which is confirmed on the basis of the different wage distribution in the regions. In the following chapters the dependence between the ranking of the regional 1st decile of wages and selected regional indicators is tested, in order to find the indicator that is most correlated with the level of the lowest wages. The ordinal correlation of the selected factors showed that the indicator on the number of applicants per 1 vacancy shows the strongest dependence to the ranking of the 1st decile of wages in the counties, thus the indicator was recommended as a suitable tool for grading the regional minimum wage level. Hence the thesis provides a different perspective on the minimum wage issue, specifically examining the appropriate instruments for grading the regional minimum wage.
