| Abstract: | Tato bakalářská práce řeší postavení vyšších územních samosprávných celků na příkladu Ústeckého kraje v kontextu regionálního rozvoje, realizovaného skrze různé vládní úrovně, které jsou představeny z pohledu multi-levelu governance a fiskálního federalismu. Cílem bylo zhodnotit schopnost Ústeckého kraje hospodařit v rámci schváleného rozpočtu, připravovat dotační tituly a využívat dostupné zdroje financování rozvoje kraje. Vyhodnocení probíhalo na základě analýzy rozpočtu za roky 2019–2021 a zkoumání přijatých a poskytnutých dotací. Výsledky ukazují, že v letech 2019 a 2021 dokázal Ústecký kraj na konci roku dosáhnout přebytku, zatímco v roce 2020 byl konečný stav rozpočtu ovlivněn COVIDEM-19, což způsobilo schodek. Výsledky rovněž ukazují, že kraj dokáže velmi efektivně využívat a připravovat dotační tituly, a to ve všech oblastech přispívajících k dlouhodobému udržitelnému rozvoji území. |

| Abstract: | This Bachelor’s thesis is about the position of higher territorial self-governing units explained on the example of the Ústí nad Labem Region in the context of regional development carried out through various government levels that are introduced from the perspective of multi-level governance and fiscal federalism. The objective was to evaluate the ability of the Ústí nad Labem Region to work with the approved budget, prepare subsidy titles and use the available sources of region development financing. The evaluation took place based on budget analyses of 2019-2021 and examination of approved and provided subsidies. The results show that in 2019 and 2021, the region managed to reach a surplus, while in 2020, the final status of the budget was affected by COVID-19 which caused a deficit. The results also show that the region is able to effectively use and prepare subsidy titles in all of the areas contributing to long-term and sustainable territory development. |
