| Abstract: | Diplomová práce se zaobírá komparací vývoje veřejných rozpočtů v České republice v jednotlivých politických cyklech v letech 1993 až 2020. Teoretická část práce se v tomto ohledu zaměřuje mimo jiné na problematiku udržitelnosti veřejných financí i na možné důsledky, které se s případným zadlužením pojí. Práce vychází i ze závěrů teorie politicko-ekonomického cyklu, ze kterých plyne, že vládní politici mají tendenci manipulovat s veřejnými rozpočty tak, aby dosáhli svých osobních cílů. Praktická část dochází ke zjištění, že jednotlivé české vlády se až na výjimky nezachovaly k problematice veřejných rozpočtů racionálně a nehospodařili odpovědně. Výdaje státních rozpočtů byly z jejich strany mnohokrát účelně navyšovány před důležitými volbami, kde se rozhodovalo o jejich dalším setrvání ve funkci. |

| Abstract: | The thesis deals with a comparison of public budgets in the Czech Republic in political cycles between the years 1993 and 2020. The theoretical part of the thesis solves the issue of sustainability of public finances and possible consequences of public debt. The thesis is also based on conclusions of the theory of the political-economic cycle which says that politicians tend to manipulate public budgets in order to achieve their personal goals. The practical part of this thesis finds out that the Czech governments did not behave rationally and did not manage responsibly on the issue of public budgets. The state budget expenditures were purposefully increased before important elections. |
