| Abstract: | Cílem bakalářské práce je prověřit hypotézu, že za masivní bytovou výstavbou sedmdesátých let stojí politické rozhodnutí a rozhodujícím faktorem byla státem organizovaná a financovaná výstavba. Na základě zkoumání dat, vývoje legislativy a stranických dokumentů práce dochází k závěru, že výsledek výstavby byl sice důsledek řady politických rozhodnutí, ale nejednalo se o státem organizovanou výstavbu, ale o výstavbu jiných subjektů, přestože byla částečně státem finančně podporována. Souběžně také zkoumá vývoj bytové situace vnímanou skrze dobová data, sjezdy KSČ s následnou legislativou, která pomáhá vyobrazit vývoj situace související s vývojem bytového problému a v rámci toho porozumění důležitosti sedmdesátých let. Jedna z pomocných otázek, kterou práce zkoumá, je plnění pětiletých plánů, které byly v sedmdesátých letech v rámci bytové výstavby páté a šesté pětiletky nejen splněny, ale i překonány. Kromě toho čtenáře seznamuje i s vybranými dobovými nástroji bytové politiky, z nichž některé fungují i v dnešní době, jako jsou například nájmy, ale jejich podmínky jsou dnes a v oné době velmi rozdílené. Mimo jiné i rozebírá vývoj problémů v stavebnictví, a především kvality bytů, která v sedmdesátých letech představovala jako v dalších oblastech bytové situace v porovnání s lety šedesátými zlepšení. |

| Abstract: | The aim of the bachelor's thesis is to test the hypothesis that the massive housing construction of the 1970s was a political decision and that the decisive factor was state-organized and financed construction. By examining data, legislative developments and party documents, it concludes that although the outcome of the construction was the result of a series of political decisions, it was not state-organised construction but construction by other actors, although it was partly state-financed. In parallel, it also examines the development of the housing situation as perceived through contemporary data, the congresses of the Communist Party of Czechoslovakia with subsequent legislation, which helps to portray the development of the situation related to the evolution of the housing problem and within this an understanding of the importance of the 1970s. One of the ancillary issues that the thesis explores is the implementation of the five-year plans that were not only met but surpassed in the 1970s housing construction of the fifth and sixth five-year plans. In addition, it also introduces the reader to selected contemporary housing policy instruments, some of which are still in operation today, such as leases, but whose conditions are very different today and then. Among other things, it also discusses the development of problems in the construction industry, and especially the quality of housing, which in the 1970s, as in other areas of the housing situation, represented an improvement over the 1960s |
