| Abstract: | Tato bakalářská práce se zaměřuje na způsoby zajištění samosprávných činností obcemi v České republice. Cílem práce bylo zjistit, jaké právní formy využívá město Hlinsko, porovnat je s dalšími dvěma obcemi s rozšířenou působností a zjistit, jaká forma je pro konkrétní typ samosprávné činnosti vhodnější. Vyhodnocení probíhalo na základě rozhovorů s vybranými zástupci daných měst. S ohledem na důvody, které zástupci měst uvedli, závěr práce obsahuje shrnutí, která právní forma se u konkrétní samosprávné činnosti nejvíce vyskytuje a je pro ni tedy nejvhodnější. Práce též zkoumá dopady pandemie nemoci Covid-19 na rozpočty obcí. Výsledkem je zjištění, že příjmy obecních rozpočtů v důsledku pandemie sice poklesly, ovšem ne natolik, aby kvůli tomu obce musely omezovat své investiční plány. |

| Abstract: | This bachelor thesis is focused on ways how municipalities in the Czech Republic ensure self-government activities. The goal of this thesis was to find out what legal form the city of Hlinsko uses to compare it with other two municipalities with extended powers and to find out which form is more suitable for each type of self-government activity. The evaluation took place on the basis of interviews with selected representatives of the cities. With regard to the reasons given by the city representatives, the conclusion of the thesis contains a summary of which legal form occurs most in a particular self-governing activity and is therefore the most appropriate for it. The thesis also studies the effect of the Covid-19 pandemic on municipal budgets. The result is that municipal budget revenues have fallen as a result of the pandemic, but not so much that municipalities have had to cut back on their investment plans. |
