| Abstract: | Táto diplomová práca sa zaoberá analýzou a komparáciou právnych predpisov z dvoch programovacích období a zameriava sa primárne na obsah nariadení, ktoré sa týkajú Európskeho Fondu Regionálneho Rozvoja a Kohézneho Fondu, a zároveň ustanovení, ktoré sa týkajú dielčích inštitútov monitorovania a hodnotenia a inštitútov riadenia a kontroly. Hlavným cieľom predkladanej práce je analyzovať a porovnať Nariadenie Európskeho Parlamentu a Rady EÚ č. 2021/1058 z 24. júna 2021 o Európskom fonde regionálneho rozvoja a Kohéznom fonde, z nového programovacieho obdobia, z rozsahu rokov 2021-2027, a Nariadenie Európskeho Parlamentu a Rady EÚ č. 1300/2013 zo 17. decembra 2013 o Kohéznom fonde, ktorým sa zrušuje nariadenie Rady (ES) č. 1084/2006, z minulého programovacieho obdobia, v rozmedzí rokov 2013-2020, za účelom nájsť a identifikovať zmeny v právnej úprave pre EFRR a KF. Analýza týchto normatívnych textov preukázala, že právna úprava nového programovacieho obdobia je jasnejšia a prehľadnejšia, zároveň predstavuje zníženie administratívnej záťaže a poskytuje lepšie podmienky pre monitorovanie, hodnotenie, kontrolu a riadenie. |

| Abstract: | This diploma thesis deals with the analysis and comparison of legislation from two programming periods and focuses primarily on the content of regulations concerning the European Regional Development Fund and the Cohesion Fund, as well as provisions concerning sub-institutes of monitoring and evaluation and institutes of management and control. The main goal of the presented work is to analyze and compare the Regulation of the European Parliament and the Council of the EU no. 2021/1058 of 24 June 2021 on the European Regional Development Fund and the Cohesion Fund, from the new programming period, from the scope of 2021-2027, and Regulation of the European Parliament and the Council of the EU no. 1300/2013 of 17 December 2013 on the Cohesion Fund and repealing Council Regulation (EC) No 1084/2006, from the last programming period, in the period 2013-2020, in order to find and identify changes in the legislation for the ERDF and CF. An analysis of these normative texts has shown that the legislation for the new programming period is clearer and more transparent, while reducing administrative burdens and providing better conditions for monitoring, evaluation, control and management. |
