Funding of transport infrastructure in the Czech Republic in the first decades of the 21st century

This thesis investigates the efficiency of funding transport infrastructure in the Czech Republic in the first decades of the 21st century. Funding efficiency is investigated by evaluating the organisation and proceeding frame of funding and of individual funding sources of transport infrastructure and presents proposals for higher efficiency in both of the above areas. Since the development and funding of transport infrastructure in the Czech Republic is mainly the responsibility of the public sector, transport infrastructure is, due to its high financial demands, one of the most important items on public budgets. The currency of the subject is enhanced by the fact that the Czech Republic lacks a completed backbone road and railway transport infrastructure, which considerably reduces its competitiveness. Upon the executed analysis and evaluation of the funding system together with the revenue and expenditure side of the State Fund for Transport Infrastructure (SFDI) it can be declared that despite the relative functionality of the whole system and a wide spectre of sources, the main negatives of the present funding of transport infrastructure are especially the absence of a long-term development strategy and the substantial year-on-year volatility of funding sources that prevents predicting the amounts. To ensure efficient funding of transport infrastructure, it is necessary to adopt measures leading to reduced dependency on annual programming of the SFDI budget and to the required stabilisation of the revenue and expenditure sides of the SFDI. The added value of the thesis is especially the presentation of specific proposals for more efficient funding of transport infrastructure in the Czech Republic.
