| Abstract: | Bakalářská práce se zabývá analýzou struktury, změn a vývoje státního rozpočtu mezi roky 2017 až 2021, jeho hospodářsko-politické dopady a následný vliv na budoucnost veřejných financí ČR. V teoretické části je charakterizován státní rozpočet – jeho schvalovací proces a podrobnější pohled na rozpočtovou skladbu. Dále teoretická část obsahuje informace o fiskální nerovnováze, která přechází v téma státního dluhu. Teoretická část je zakončena pohledem rakouské školy na příjmy a výdaje státního rozpočtu a vládní půjčky. Praktická část analyzuje důvody změn příjmových a výdajových stran schválených rozpočtů a porovnává je s příjmovými a výdajovými stranami státních závěrečných účtů. Dále dochází k diskusi s rakouskou školou ohledně změn a vývoje státních rozpočtů v jednotlivých letech a na závěr práce pojednává o udržitelnosti veřejných financí. Z výsledku práce vyplývá, že hospodaření státního rozpočtu v letech 2020 a 2021 vedlo k negativnímu vývoji udržitelnosti veřejných financí a pokud nedojde k zásadní změně fiskální politiky, mohou veřejné finance narazit na dluhovou brzdu již v roce 2024. |

| Abstract: | The bachelor thesis deals with the analysis of the structure, changes and development of the state budget between 2017 and 2021, its economic-political impacts and subsequent influence on the future of public finances of the Czech Republic. The theoretical part characterizes the state budget - its approval process and a more detailed view of the budget composition. Furthermore, the theoretical part contains information on fiscal imbalances, which turns into the topic of the national debt. The theoretical part concludes with an Austrian School view of government revenue and expenditure and government borrowing. The practical part analyses the reasons for changes in the revenue and expenditure sides of the approved budgets and compares them with the revenue and expenditure sides of the government accounts. It also discusses the Austrian school regarding the changes and developments in the state budgets from year to year and concludes the paper with a discussion on the sustainability of public finances. The thesis concludes that the performance of the state budget in 2020 and 2021 has led to a negative development of the sustainability of public finances, and if there is no major change in fiscal policy, public finances could hit the debt brake as early as 2024. |
