Analysis of the Financing of Operational Employment Programs from the Funds of the European Union in the Czech Republic in the Period of Two Exogenous Crises of the 21st Century

Economic crises are a long-term part of comfortable market economies. Each one the crisis should result in a summary of knowledge and experience that can be applied in the next crisis. The bachelor's thesis in-depth analyses, quantifies and then compares the financial resources provided to solve the financial crisis between 2008-2010 and the COVID-19 pandemic between 2019-2021, which were provided through the European Social Fund. It also focuses on the form and frequency of paternalistic interventions carried out by the state during crises. During those crises, two projects were created, which focused on maintaining employment and the prosperity of businesses in the Czech Republic. During the financial crisis it was project called Vzdělávejte se!, which focused on training employees in the company. During the pandemic, the project Antivirus was launched, which helped to manage this period with funds that were reimbursed when specific conditions were met. The work is prepared in the form of a literary search of domestic and foreign literature, in-depth analysis of the obtained data, quantitative analysis and intertemporal comparison. At the end of the thesis, the hypothesis of the entire bachelor's thesis was confirmed, which was to supposed prove whether there was more help in the second period, i.e. the pandemic, and whether the state intervened more paternalistically.
