| Abstract: | Předkládaná bakalářská práce si klade za cíl analyzovat, zda jsou výše a zaměření investic města Prachatice ovlivňovány politickým cyklem či nikoliv. Nejprve budou čtenáři seznámeni s průběhem a výsledky voleb v jednotlivých letech, a následně bude provedena analýza investiční činnosti města od roku 2006 do roku 2022. Také proběhne zhodnocení stability komunální politiky v zastupitelstvu, radě, vzniklých koalicích a na postu starosty města. Z analýzy vyplývá, že investice jsou politickými cykly ovlivňovány zejména ve dvou volebních obdobích, která částečně potvrzují předpoklad chování politiků, kteří před volbami aplikují expanzivní nárůst investičních výdajů, zatímco po volbách dochází k jejich restriktivnímu snižování. V každém prvním roce volebního období, se pak projevuje převis investic a dokončování započatých investičních akcí z předešlého roku. Práce též zkoumá proměnlivost volební účasti v závislosti na zvyšující se volební nabídce a přeobsazení postu starosty. Tento předpoklad však nelze pozorovat v případě volební účasti ve městě Prachatice. |

| Abstract: | The presented bachelor's thesis aims to analyze whether the amount and focus of the investments of the city of Prachatice are influenced by the political cycle or not. First, readers will be introduced to the progress and results of elections in individual years, and then an analysis of the city's investment activity from 2006 to 2022 will be carried out. There will also be an evaluation of the stability of municipal politics in the council, the coalitions formed, and the post of the city mayor. The analysis shows that the investments are influenced by political cycles, especially in the second and third election period, which partially confirms the behavior of politicians who apply an expansive increase in investment spending before the elections, when after the elections, the investments must be restrictively reduced. However, in each first year of the election period, the excess of investments and the completion of investment actions that started in the previous year apply. The work also examines the variability of voter turnout depending on the change of increasing electoral offers and the replacement of the post of mayor. This assumption cannot be fully observed in the case of electoral participation in the city of Prachatice. |
