| Abstract: | Směrnice Evropského parlamentu a Rady EU č. 2021/1883 označovaná také jako Směrnice o modré kartě upravuje podmínky vstupu a pobytu kvalifikovaných pracovníků do EU za účelem výkonu odpovídajícího zaměstnání. Bakalářská práce se zabývá otázkou důsledků působení tohoto právního nástroje a s ním související kvalifikované migrace ve vztahu k přijímajícím a vysílajícím státům a jejich vzájemnému vztahu. Pomocí aplikace přístupu založeného na čtyřech vybraných aspektech těchto implikací zkoumá práce nejprve podstatu důsledků vzhledem k přijímajícím a vysílajícím státům izolovaně; následně se věnuje analýze vlivu nástroje na jejich vzájemný vztah. Na základě aplikace poznatků teorie neoliberálního institucionalismu a teorie závislosti práce posuzuje, zda se v případě změny vztahu aktérů v důsledku působení Směrnice o modré kartě jedná o posun směrem k vzájemně prospěšné spolupráci, či spíše posílení existence nerovných vazeb. |

| Abstract: | Directive 2021/1883 of the European Parliament and the Council of the EU, also referred to as the Blue Card Directive, sets the conditions of highly skilled workers’ entry and residence in the EU for the purpose of executing a corresponding job position. The bachelor thesis deals with the issue of impacts of this legal instrument’s operation and the related highly skilled migration on the sending and receiving countries and their mutual relationship. Applying an approach based on four selected aspects of these implications, the thesis first examines the nature of the impact on the sending and receiving countries separately, subsequently analysing the impact of the legal tool on their mutual relationship. Based on the remarks of dependency theory and neoliberal institutionalism, the thesis examines if the change of the actors’ relation implied by the Blue Card Directive’s operation corresponds with a shift towards mutually beneficial cooperation or rather enhances the existence of unequal ties. |
