Linguistic issues of national minorities living on the territory of the Ukrainian state in Ukraine's international relations

| Abstract: | Cílem této práce je určit roli jazyka jako faktoru v mezinárodních vztazích a roli národnostních menšin v mezinárodní politice Ukrajiny z pohledu jazykové politiky státu, jakož i definovat hlavní aspekty vztahu mezi Ukrajinou a státy zastupujícími národnostní menšiny v kontextu jazykové problematiky. Výzkum je zaměřen na problematiku jazyka jako faktoru mezinárodních vztahů. Je vymezen zejména rozsah úpravy jazykových vztahů, což je základ pro státní jazykovou politiku. Dále je vymezeno místo jazykových práv národnostních menšin v jazykové politice státu a národnostní legislativě. Jsou definovány vztahy Ukrajiny se státy, které jsou zástupci jejích národnostních menšin, pokud jde o ochranu a způsoby realizace jazykových práv menšin. V souvislosti s tím jsou zdůrazněny styčné body v oblasti jazykových zájmů mezi státy a jsou nastíněny nejkontroverznější otázky v mezistátních vztazích Ukrajiny na základě ochrany jazykových práv menšin. Zvláštní pozornost je věnována současným jazykovým konfliktům s ohledem na jejich dopad na vnitřní státní procesy a vztahy Ukrajiny se státy zastupujícími národnostní menšiny. Dále jsou zdůrazněny způsoby možného řešení stávajících konfliktů a potenciální možnosti předcházení novým konfliktům na jazykovém základě. Je třeba vzít v úvahu i současnou situaci na Ukrajině, která se dotýká i otázky jazykových práv menšin, konkrétně totální válku s Ruskou federací, kvůli které je problematika ruskojazyčné menšiny zmíněna jen okrajově a zaměřuje se spíše na obecnou charakteristiku jazykové problematiky národnostních menšin a její roli v mezinárodních vztazích Ukrajiny s důrazem na největší kompaktně osídlené menšiny, jako je menšina rumunská, maďarská, bulharská či polská. |

| Abstract: | The aim of this work is to determine the role of language as a factor in international relations and the role of national minorities in the international policy of Ukraine from the perspective of the language policy of the state, as well as to define the main aspects of the relationship between Ukraine and the states representing national minorities in the context of language issues. The research focuses on the issue of language as a factor in international relations. In particular, the scope of regulation of language relations, which is the basis for the state language policy, is defined. Furthermore, the place of linguistic rights of national minorities in the state language policy and national legislation is defined. The relations of Ukraine with the states that are representatives of its national minorities in terms of protection and ways of realization of linguistic rights of minorities are defined. In this connection, the points of contact in the field of linguistic interests between states are highlighted and the most controversial issues in Ukraine's interstate relations on the basis of the protection of linguistic rights of minorities are outlined. Special attention is paid to contemporary linguistic conflicts with regard to their impact on internal state processes and Ukraine's relations with states representing national minorities. It also highlights ways of possible resolution of existing conflicts and potential ways of preventing new conflicts on linguistic grounds. It is also necessary to take into account the current situation in Ukraine, which also affects the issue of linguistic rights of minorities, namely the total war with the Russian Federation, due to which the issue of the Russian-speaking minority is mentioned only marginally and focuses rather on the general characteristics of the linguistic issue of national minorities and its role in Ukraine's international relations, with an emphasis on the largest compactly populated minorities, such as the Romanian, Hungarian, Bulgarian or Polish minorities. |
