| Abstract: | Cílem práce je prostudovat oblast veřejné podpory sportu a kultury, tedy jejich podpory z veřejných rozpočtů. Zejména pak podpory z rozpočtů obcí s rozšířenou působností. Přesněji je cílem práce analyzovat tuto podporu ve 3 vybraných obcích s rozšířenou působností ve vybraném období (2017-2021) a srovnat je mezi sebou. Součástí cíle je zjistit, jak fungují pravidla pro tuto podporu, zejména pak zákon č. 115/2001 Sb., o podpoře sportu, ale i další zákonná i nezákonná pravidla a zhodnotit následně jejich naplňování vybranými obcemi. Dále je také cílem přímo analyzovat finanční toky, které v letech 2017-2021 do těchto oblastí ve vybraných obcích proudily. Tedy zejména jejich výše v různých letech a jejich rozdělení. Na základě výsledků analýzy je pak postavena komparace obcí, načež nakonec navazují argumentovaná doporučení ke zlepšení zdejší podpory sportu a kultury. Tyto cíle naplňuje zejména praktická část, zatímco teoretická část slouží spíše jako uvedení do problematiky. Ta se zabývá zejména vymezením pojmů a osvětlením významnosti tohoto tématu, ale také zmapováním nejdůležitějších pravidel týkajících se podpory sportu a kultury. |

| Abstract: | The aim of the work is to study the area of public support of sports and culture, i.e. theirs support from public budgets. In particular, support from the budgets of municipalities with extended jurisdiction. More precisely, the goal of the work is to analyze this support in 3 selected municipalities with extended scope in the selected period (2017-2021) and compare them with each other. Part of the goal is to find out how the rules for this support work, especially Act No. 115/2001 Coll., on the support of sports, but also other legal and illegal rules and evaluate subsequently their fulfillment by selected municipalities. Furthermore, the goal is also to analyze directly financial flows to these areas in selected municipalities in 2017-2021 they flowed. In particular, their amount in different years and their distribution. Based a comparison of the municipalities is then built on the results of the analysis, which they finally follow up on reasoned recommendations to improve local support for sports and culture. These goals mainly fulfills the practical part, while the theoretical part serves more as an introduction to issues. It mainly deals with the definition of concepts and the illumination of significance of this topic, but also by mapping the most important rules regarding support sports and culture. |
