Fiscal policy of the U.S. in the Years 2001-2009 and its impact on the economic growth and federal debt

| Abstract: | Bakalářská práce se zabývá analýzou fiskální politiky prezidenta George. W. Bushe v kontextu hospodářského růstu a zadlužení země. Hlavním cílem práce je verifikace hypotézy ve znění: Fiskální politika George W. Bushe přispěla k zrychlování tempa hospodářského růstu a zároveň růstu federálního dluhu. Na základě provedené analýzy struktury federálního rozpočtu v jednotlivých letech se podařilo verifikovat dílčí část hypotézy. Během sledovaného období tempo růstu zadlužení federální vlády s výjimkou několika let zaznamenávalo zrychlující tendenci. K prohlubování federálního dluhu následně docházelo konstantně od roku 2002, kdy pravidelně výdaje federálního rozpočtu výrazně převyšovaly příjmy. Dílčí část zkoumané hypotézy, věnující se hospodářskému růstu, se podařilo na základě analýzy tempa růstu reálného HDP falsifikovat. Z výsledků vyplývá, že ke zrychlování tempa růstu reálného HDP docházelo především v první polovině sledovaného období a následně od roku 2005 docházelo k postupnému zpomalování, přičemž role federální vlády byla v kontextu hospodářského růstu zanedbatelná. K verifikaci hypotézy je využito dvou výzkumných otázek, které se zabývají vývojem struktury federálního rozpočtu a dopadem daňových reforem na jednotlivé položky federálního rozpočtu a také tím, v jaké míře přispíval růstu federálních výdajů k tempu růstu HDP, přičemž se ukázalo, že daňové reformy na začátku sledovaného období znatelně ovlivňovaly příjmovou stranu federálního rozpočtu. Vliv federálních výdajů k tempu růstu HDP byl však po většinu let zanedbatelný. Přínosem této práce je důkladný výzkum zdrojů deficitního financování federálních rozpočtů v prvním desetiletí 21. století, vlivem zejména nepřiměřeného navyšování výdajů rozpočtu ve vztahu k příjmům v období ekonomické expanze a také rozbor vlivu federální vlády na hospodářský růst. |

| Abstract: | This bachelor thesis analysis the fiscal policy of President George W. Bush in the context of economic growth and the federal debt. The main objective of the thesis is to verify the hypothesis in the following wording: The fiscal policy of President George W. Bush contributed to the acceleration of the economic growth rate and, at the same time, the growth of national debt. Based on the analysis of the structure of the federal budget in different years, it was possible to verify a partial part of the hypothesis. During the period under review, the growth trend of the federal government's debt showed an accelerating tendency, with the exception of a few years. The deepening of the federal debt has been constant since 2002, when the federal budget expenditures have regularly exceeded revenues by a significant margin. The economic growth part of the hypothesis examined was falsified by analyzing the real GDP growth rate. The results show that the increase in the real GDP growth rate occurred mainly in the first half of the period under study, and then there was a gradual decrease in the growth rate from the year 2005 onwards. To verify the hypothesis, two research questions are used to investigate the evolution of the federal budget structure and the impact of tax reforms on the various items of the federal budget, as well as the extent to which the growth of federal spending contributed to the growth rate of GDP, showing that tax reforms at the beginning of the period under study had a significant impact on the revenue side of the federal budget. However, the impact of federal spending on the GDP growth rate was negligible for most of the years. The contribution of this paper is a thorough investigation of the sources of deficit financing in federal budgets in the first decade of the 21st century, particularly the effect of disproportionate increases in budget expenditures relative to revenues during periods of economic expansion, as well as an analysis of the impact of the federal government on economic growth. |
