| Abstract: | Cílem této diplomové práce bude určit a popsat formy ochrany ukrajinských kulturních památek během prvního roku úplné ruské invaze na Ukrajinu. Na základě analýzy platného mezinárodního práva, politických rámců a aktivit klíčových aktérů vyhodnotím jejich účinnost a navrhnu doporučení pro případnou optimalizaci. Jako oporu pro svůj výzkum oslovím odborníky z oblastí mezinárodního práva, kulturního dědictví a válečného zpravodajství a současnou situaci srovnám s předešlými konflikty. V teoretické části práce vysvětlím klíčové pojmy a stanovím způsoby ochrany kulturních památek. Zaměřím se především na mezinárodní organizace a úmluvy, vládní i nevládní instituce, dobrovolnickou činnost a moderní technologie. V praktické části práce se budu věnovat analýze jednotlivých forem ochrany. U legislativních forem se zaměřím na jejich preventivní efekt a vymahatelnost. U praktických forem ochrany se zaměřím na fyzické dopady a dosah technologií. V závěru provedu zhodnocení účinnosti zkoumaných forem ochrany a navrhnu doporučení pro případnou optimalizaci. |

| Abstract: | The aim of this thesis will be to determine and describe the forms of protection of Ukrainian cultural heritage during the first year of the full Russian invasion of Ukraine. Based on the analysis of valid international law, political frameworks and activities of key actors, I will evaluate their effectiveness and propose recommendations for possible optimization. As a support for my research, I will approach experts from the fields of international law, cultural heritage and war intelligence and compare the current situation with previous conflicts. In the theoretical part of the thesis, I will explain the key concepts and determine the methods of protection of cultural heritage. I will mainly focus on international organizations and conventions, governmental and non-governmental institutions, volunteer activities and modern technologies. In the practical part of the work, I will focus on the analysis of each form of protection. For legislative forms, I will focus on their preventive effect and enforceability. For practical forms of protection, I will focus on physical impacts and reach of technologies. In the end, I will evaluate the effectiveness of the researched forms of protection and propose recommendations for possible optimization. |
