Comparison of Management and Financing Methods of Selected Cultural Contributory Organizations in the Central Bohemian Region

| Abstract: | Cílem bakalářské práce je komparace řízení a financování vybraných kulturních příspěvkových organizací s různými zřizovateli na území Středočeského kraje v letech 2018-2021. Vybranými organizacemi jsou Muzeum umění a designu Benešov zřizované městem Benešov a Muzeum Podblanicka zřizované Středočeským krajem. Práce přináší především vhled do fungování kulturních příspěvkových organizací a do jejích interních procesů, které nejsou na první pohled zřetelné. Dále se také dozvídáme o jednotlivých nákladech a výnosech organizací – největší objem výnosů tvoří v obou případech výnosy z transferů. V Muzeu umění a designu Benešov je to za sledované období v průměru 7 588 268 Kč, což tvoří vždy až okolo 98 % celkových výnosů. V Muzeu Podblanicka je to pak v průměru 11 710 210 Kč, tedy okolo 90 % celku. Z hlediska nákladů je nejvíce alokováno na platy. Tyto náklady v Muzeu umění a designu Benešov činily ve sledovaných letech v průměru 3 303 901 Kč a v Muzeu Podblanicka 5 630 014 Kč. Zjišťujeme, že příspěvková organizace zřízená krajem hospodaří s výrazně větším rozpočtem, což zahrnuje i vyšší příspěvky od zřizovatele. Zároveň jí nejsou nařízeny žádné odvody. Instituce zřízená městem Benešov získává zpravidla o 2 miliony méně na příspěvcích od zřizovatele a zároveň část odvádí. Značné rozdíly se objevují i v interních procesech, ať už v jednání o rozpočtu, či v kulturní koncepci daného celku. Jeden poznatek je ale stejný pro obě muzea – v oblasti kultury a zejména muzejnictví je stále nedostatek financí a instituce se tak nemohou efektivně rozvíjet, a to zejména z hlediska personalistiky. Práce předkládá následující doporučení: jednání o rozpočtu ve více kolech dle interního harmonogramu, spolupráce s obdobnými institucemi, navýšení dotačního vztahu od zřizovatele, udržitelnost financovaných projektů a hodnocení. |

| Abstract: | The aim of the bachelor's thesis is to compare the management and financing of selected cultural contributory organizations with different founders in the Central Bohemian Region from 2018 to 2021. The selected organizations are the Museum of Art and Design Benešov, founded by the city of Benešov, and the Museum of Podblanicko, founded by the Central Bohemian Region. The thesis provides insight into the functioning of cultural contributory organizations and their internal processes, which may not be apparent at first glance. Furthermore, it explores the individual costs and revenues of the organizations, with the largest portion of revenues derived from transfers in both cases. In the Museum of Art and Design Benešov, the average revenue for the observed period is around 7,588,268 CZK, accounting for approximately 98 % of the total revenue. In the Museum of Podblanicko, the average revenue is around 11,710,210 CZK, representing around 90 % of the total. In terms of expenses, the highest allocation is for salaries. In the Museum of Art and Design in Benešov, these expenses averaged 3,303,901 CZK during the observed years, while in the Museum of Podblanicko, they amounted to 5,630,014 CZK. It is observed that the subsidy organization established by the region manages a significantly larger budget, which includes higher contributions from the founder. Additionally, no contributions are required from it. On the other hand, the institution established by the city of Benešov generally receives around 2 million CZK less in subsidies from the founder and also has to make contributions. Significant differences are also apparent in internal processes, whether in budget negotiations or in the cultural concept of the respective entities. However, one observation applies to both museums – there is an ever-present lack of funding in the field of culture, especially in the museum sector, which hampers effective progress, particularly in terms of staffing. The thesis presents the following recommendations: multi-round budget negotiations according to an internal schedule, collaboration, increased financial allocation by the founder, sustainability of funded projects, and evaluation. |
