| Abstract: | Tato práce se zaměřuje na oblast otevřených propojených dat a jejich využití v kontextu veřejné správy v České republice. Nejprve práce představuje základní pojmy týkající se otevřených propojených dat a sémantického modelování. Dále práce analyzuje stav otevřených dat v České republice, Evropské unii a Spojených státech amerických, a to z legislativního i praktického hlediska. Poté se práce věnuje analýze a návrhu požadavků na nástroj pro sémantické modelování v rámci veřejné správy České republiky. Na základě těchto požadavků jsou vybrány a otestovány potenciálně vhodné nástroje pro sémantické modelování. Práce přináší komparativní analýzu těchto nástrojů a vyhodnocuje jejich schopnost splnit stanovené požadavky. Jako nejvhodnější nástroj byl vybrán Protégé, který byl následně podroben testování dle určených požadavků. Práce také navrhuje zásuvný modul pro tento nástroj, který by usnadnil práci při sémantickém modelování v rámci agendy veřejné správy České republiky. Hlavním přínosem práce je formulace požadavků na nástroje pro sémantické modelování a poskytnutí porovnání a hodnocení těchto nástrojů. |

| Abstract: | This thesis focuses on the area of open linked data and its use in the context of public administration in the Czech Republic. First, the thesis introduces the basic concepts related to open linked data and semantic modeling. Then the thesis analyzes the state of open data in the Czech Republic, the European Union, and the United States of America, both from a legislative and practical point of view. Then, the thesis analyzes and proposes requirements for a semantic modeling tool within the public administration of the Czech Republic. Based on these requirements, potentially suitable tools for semantic modeling are selected and tested. The thesis presents a comparative analysis of these tools and evaluates their ability to meet the requirements. Protégé was selected as the most suitable tool and subsequently tested according to the specified requirements. The thesis also proposes a plug-in module for this tool that would facilitate the work of semantic modeling within the public administration agenda of the Czech Republic. The main contribution of the thesis is the formulation of requirements for semantic modeling tools and providing the comparison and evaluation of these tools. |
