| Abstract: | Diplomová práce analyzuje veřejné finance České Republiky mezi lety 1993 a 2021. Sledované období je velmi rozmanité. Počínaje transformací na tržní ekonomiku, přes hospodářský růst přerušený Velkou recesí a následnou dluhovou krizí v Evropě, dále velká ekonomická vzpruha a nebývale dlouhý a silný růst až po výjimečný stav karantény a světové pandemie koronaviru. Cílem práce bylo potvrdit hypotézu, že se jednotlivé vlády ČR zaměřily na plnění svých populistických a oportunistických cílů. Na datech Ministerstva financí ČR zvaných Státní závěrečný účet je provedena analýza plnění volebních programů a alokace veřejných financí. Hypotézu se na základě analýzy podařilo potvrdit, vlády převážně plnily oportunistické a hlavně populistické cíle, ne vždy však tyto cíle vedly k blahobytu občanů. Zejména poslední roky poznamenané epidemií a jí vyvolanou krizí znamenaly vzestup státních zásahů, často zbytečných nebo kontraproduktivních, do všech aspektů lidských životů. |

| Abstract: | The master’s thesis analyses public finances in Czech Republic between 1993 and 2021. This observed period is very diverse. Starting with transformation from centrally planned economy to market economy, through economic growth interrupted by the Great Recession and following debt crisis in Europe, through big economic recovery and an unprecedented long and strong growth ending with unusual lockdown period and global covid pandemic. The main goal of this analysis was to confirm the hypothesis, that the ruling government focused on fulfilling their populist and opportunistic objectives. Using data from Ministry of Finance called „Státní závěrečný účet“ or final state account, analysis of electoral programmes and allocation of public funds is done. Hypothesis was confirmed, government met their objectives, but these were not always for the greater good of the population. Especially last few years, marked by the pandemic which caused the recession, there was a rise of state interventions, but these were frequently pointless or counter-productive and affected all aspects of human life. |
