| Abstract: | Tato práce analyzuje a porovnává tři modely úprav důchodového systému v návaznosti na podporu rodin s dětmi: diferenciace sazeb důchodového pojištění podle počtu dětí, asignace pojistného dětmi ve prospěch rodičů, a child pension. V práci probíhá výzkum dostupné literatury a následně modelování dopadů těchto opatření na data České republiky z roku 2021. Tyto modely dále jsou dále porovnány z pohledu dopadů na jednotlivé rodiny, důchodce, a především na celkový systém sociálního zabezpečení. Z analýzy vyplývá, že diferenciace sazeb důchodového pojištění a asignace pojistného neplní cíle znatelné podpory rodin, zvýšení porodnosti a snížení schodku sociálního zabezpečení. Na druhou stranu child pension tyto cíle splňuje. Představené propočty modelů jsou zjednodušené a je potřeba následná hlubší analýza k potvrzení těchto zjištění. |

| Abstract: | This work analyses and compares three models of pension system adjustments in relation to the support of families with children: differentiation of pension insurance rates according to the number of children, the assignment of a portion of old-age pension scheme contributions., and the concept of children pay as you go systems. The paper reviews the available literature and then models the impact of these measures on Czech data from 2021. These models are further compared in terms of their impact on individual families, pensioners, and, most importantly, on the overall social security system. The analysis shows that the differentiation of pension rates and the assignment of a portion of old-age pension do not meet the objectives of providing significant support to families, increasing fertility and reducing the social security deficit. On the other hand, the child pension meets these objectives. The model calculations presented are simplistic and further in-depth analysis is needed to confirm these findings. |
