Impacts of the introduction of fees in the healthcare sector in the Czech Republic between 2006 and 2013

| Abstract: | Diplomová práce se zabývá dopadem zavedení poplatků ve zdravotnictví v České republice v letech 2006-2013 s cílem určit a komentovat možné dopady, a to na základě analýzy determinantů poptávky po zdravotní péči, vyjádřením cenové elasticity a odhadovanými dopady pomocí metody Diff-in-diff. Jako ukazatel poptávky bylo použito množství ambulantních ošetření na osobu za rok. Práce nejdříve vydefinovala pomocí dosavadní literatury determinanty poptávky a komentovala celkový vývoj zdravotnictví v České republice. V praktické části práce je vyjádřen vývoj jednotlivých determinantů poptávky v období před zkoumanou reformou, kde se prokázala statisticky významná pozitivní korelace mezi některými determinanty a poptávaným množství ambulantních ošetření. Pomocí vyjádření cenové elasticity poptávky, práce došla k závěru, že poptávka je cenově neelastická. Metodou diff-in-diff pak bylo prokázáno, že zavedení poplatků vedlo ke statisticky významnému snížení spotřebovaného množství ambulantní péče. Tyto výsledky mají význam pro diskusi o tom, zdali poplatky ve zdravotnictví pouze nezhoršují přístup určité části obyvatelstva ke zdravotní péči s odlišnou elasticitou (např. starší osoby, nemajetní), jelikož i přes neelastickou poptávku došlo k poklesu ambulantních ošetření na jednoho obyvatele, je zde tedy předpoklad k dalšímu zkoumání. |

| Abstract: | Thesis examines the impact of the introduction of healthcare fees in the Czech Republic in the years 2006-2013 with the aim of identifying and commenting on the possible impacts based on an analysis of the determinants of demand for health care, the expression of price elasticity and the estimated impacts using the Diff-in-Diff method. The quantity of outpatient treatments per person per year was used as a proxy for demand. Thesis first defines the determinants of demand using existing literature and commented on the overall development of the health care system in the Czech Republic. In the practical part of the thesis, the development of the individual determinants of demand in the period before the reform under study is expressed, where a statistically significant positive correlation between the determinants and the quantity of outpatient treatments demanded was found. Using the expression of the price elasticity of demand, the thesis concludes that demand is price inelastic. The diff-in-diff method was then used to show that the introduction of fees led to a statistically significant reduction in the quantity of health care consumed.
