Analysis of the process of property law settlement of land under class II and III roads by 2023 with a focus on the Ústí Region

| Abstract: | Hlavním cílem bakalářské práce je analýza procesu majetkoprávního vypořádání pozemků pod silnicemi II. a III. třídy se zaměřením na postup prováděný Krajským úřadem Ústeckého kraje k roku 2023. Součástí tohoto cíle práce je také nalezení problémů, které při procesu vznikají. Ke splnění výše uvedených cílů jsou využity informace z rozhovoru s pracovníky Krajského úřadu Ústeckého kraje, díky kterým je možné provést podrobnou analýzu procesu a tedy splnit cíle práce. Při hledání jednotlivých problémů práce pomohlo dotazníkové šetření, díky kterému došlo k jejich identifikování. V souvislosti s tématem je nutné zaměřit se také na úroveň infrastruktury v České republice a následně konkrétně na Ústecký kraj. Z tohoto důvodu je provedena komparace České republiky a sousedních států, z které vyplynulo, že je zde poměrně hustá silniční síť. Při porovnání všech krajů v České republice došlo k zjištění, že Ústecký kraj nemá natolik rozvinutou silniční síť. Z provedeného výzkumu vyplývá, že mezi základní problémy vznikající při procesu majetkoprávního vypořádání pozemků se řadí nízká cena nabídnutá Krajským úřadem a neochota vlastníků komunikovat a prodat nemovitost. |

| Abstract: | The main goal of the bachelor's thesis is the analysis of the property settlement process of land under roads II. and III. classes with a focus on the procedure carried out by the Regional Office of the Ústí Region by 2023. Part of this goal of the thesis is also finding problems that arise during the process. In order to fulfil the above-mentioned goals, information from the interview with the employees of the Regional Office of the Ústí Region is used, thanks to which it is possible to carry out a detailed analysis of the process and therefore to fulfil the goals of the thesis. A questionnaire survey helped in the search for individual work problems, thanks to which they were identified. In connection with the topic, it is also necessary to focus on the level of infrastructure in the Czech Republic and then specifically on the Ústí Region. For this reason, a comparison of the Czech Republic and neighbouring states was made, which showed that there is a relatively dense road network. When comparing all regions in the Czech Republic, it was found that the Ústí Region does not have a sufficiently developed road network. The research carried out shows that the low price offered by the Regional Office and the reluctance of the owners to communicate and sell the property are among the basic problems arising in the process of land property settlement. |
