| Abstract: | Hlavním cílem bakalářské práce je analýza zavedení a zrušení druhého pilíře důchodového systému s vytyčením hlavních důvodů neúspěchu důchodové reformy. Mezi důvody neúspěchu patří především chybějící politický koncensus, předběžně avizované ukončení důchodového spoření před oficiálním počátkem reformy a tím oslabena důvěra občanů v důchodové spoření, vysoká finanční nákladnost, nedostatečná mediální propagace nového pilíře či chybné nastavení druhého pilíře jako opt-in systému. Analýza důchodového spoření a jeho neúspěchu je podstatným zdrojem pro tvorbu potencionálně udržitelného důchodového systému, který zajistí spravedlivé starobní důchody několika budoucím generacím. Práce mapuje politickou situaci při zavádění i rušení reformy a také samotný způsob provedení těchto změn. Důvody neúspěchu jsou vyvozeny od kvalitativního výzkumu v podobě řízených rozhovorů s politiky a občany. Výčet důvodů neúspěchu může dopomoci příštím politikům vyvarovat se chyb svých předchůdců. |

| Abstract: | The main goal of the bachelor's thesis is the analysis of the introduction and abolition of the second pillar of the pension system with the identification of the main reasons for the failure of the pension reform, which primarily include the lack of political consensus, the preliminarily announced termination of pension savings before the official start of the reform, thereby weakening citizens' trust in pension savings, high financial costs , insufficient media promotion of the new pillar or incorrect setting of the second pillar as an opt-in system. The analysis of retirement saving, and its failure is an essential resource for the creation of a potentially sustainable pension system that will ensure fair retirement pensions for several future generations. The work maps the political situation during the introduction and cancellation of the reform, as well as the very method of implementing these changes. The reasons for failure are derived from qualitative research in the form of guided interviews with politicians and citizens. Enumerating the reasons for failure can help future politicians avoid the mistakes of their predecessors. |
