The stance of the International Chess Federation in the context of the conflict in Ukraine

| Abstract: | Bakalářská práce se zabývá kroky Mezinárodní šachové organizace (FIDE), které vůči ruským šachistům, potažmo pak Ruskému šachovému svazu, podnikla po vypuknutí konfliktu na Ukrajině v roce 2022. Cílem práce je na základě zachycení postupu identifikovat a porozumět klíčovým krokům FIDE, ke kterým se uchýlilo v průběhu konfliktu na Ukrajině (2022-2024) a které ji odlišují od ostatních organizací. Práce hledá odpověď na otázku: „Jak postupovalo FIDE v kontextu konfliktu na Ukrajině?“. V práci je k analýze využito jak odborných, tak neodborných zdrojů. Především se jedná o oficiální dokumenty FIDE. V první kapitole se práce zabývá rolí sportu v současných mezinárodních vztazích a vymezuje pojem sportovní diplomacie. Dále je zde stanoven rámec, ve kterém je na situaci kolem rozhodnutí FIDE nahlíženo. Jako klíčové aspekty jsou pro práci vybrány finanční podmínky, kvalita sportu a zejména pak osobní vazby zástupců FIDE na Rusko, potažmo přímo na Kreml. V druhé kapitole je blíže představen historický vývoj FIDE, jeho současná struktura a to, jakým způsobem jeho struktura může ovlivňovat některá rozhodnutí. Ve třetí části je pak věnována pozornost jednotlivým krokům FIDE a jejich příčinám, s důrazem na osobní vazby mezi nejvyššími představiteli FIDE a Ruské šachové federace. V práci je postoj FIDE po vypuknutí konfliktu na Ukrajině shledán měkkým, a to z několika důvodů – Rusku bylo umožněno vyhnout se sankcím Evropské šachové unie, s výjimkou Sergeje Karjakina nedošlo k žádným zákazům účasti ruských sportovců a jediným omezením tak zůstává zákaz používání ruské státní vlajky a hymny. Jako příčiny tohoto měkkého přístupu FIDE jsou v práci uvedeny osobní vazby mezi zástupci FIDE a Ruska, schopnost Ruska investovat do rozvoje šachu nemalé finanční prostředky, o které by šach v případě tvrdších sankcí mohl přijít, a také síla ruských šachistů, jejichž absence by mohla citelně uškodit šachu jako takovému. |

| Abstract: | The Bachelor thesis deals with the steps taken by the International Chess Federation (FIDE) towards Russian chess players, and subsequently towards the Russian Chess Federation, following the outbreak of the conflict in Ukraine in 2022. The aim of the thesis is to identify and understand the key steps taken by FIDE during the Ukrainian conflict (2022-2024) and what distinguishes them from other organizations. The thesis seeks to answer the question: "How did FIDE proceed in the context of the conflict in Ukraine?". The analysis in the thesis utilizes both professional and non-professional sources, primarily official documents from FIDE. The first chapter examines the role of sports in contemporary international relations and defines the concept of sports diplomacy. It establishes the framework within which the situation surrounding FIDE's decisions is viewed. Key aspects selected for the thesis include financial conditions, the quality of sports, and especially personal connections of FIDE representatives to Russia, and indirectly to the Kremlin. The second chapter provides a closer look at the historical development of FIDE, its current structure, and how its structure can influence certain decisions. The third part focuses on individual steps taken by FIDE and their causes, with an emphasis on personal connections between top FIDE officials and the Russian Chess Federation. In the thesis, FIDE's stance following the outbreak of the conflict in Ukraine is found to be soft for several reasons - Russia was allowed to avoid sanctions from the European Chess Union, except for Sergey Karjakin, there were no bans on the participation of Russian athletes, and the only restriction remains the ban on using the Russian national flag and anthem. The reasons for this soft approach by FIDE cited in the thesis include personal connections between FIDE representatives and Russia, Russia's ability to invest significant financial resources in chess development, which the sport could lose in the case of tougher sanctions, and the strength of Russian chess players, whose absence could significantly harm chess as a whole. |
