| Abstract: | Práce je zaměřená na fondy Evropské unie využívané v rámci politiky soudržnosti, a to zejména v oblasti zaměstnanosti a trhu práce. Cílem práce je ověření, zda zaměstnanost a trh práce mají v rámci politiky soudržnosti rostoucí podporu a zda dochází k posunu od dotačního uvažování směrem k modernějším finančním nástrojům. Práce je rozdělena do sedmi kapitol. Hlavní důraz je kladen na analýzu programového období 2007 – 2013 a 2014 – 2020 v oblasti trhu práce a zaměstnanosti v ČR a komparace na základě vybraných kritérií v posledních dvou závěrečných kapitolách. Kontext komparovaných dvou programových období je doplněn i o náhled na vývoj politiky soudržnosti, vč. regionálních rozvojových programů jako předchůdců dnešních operačních programů. Část práce je věnována i reformním snahám o snížení administrativní náročnosti a zavedení nových prvků, orientovaných na vyšší efektivitu a výkonnost. Téma zaměstnanosti a trhu práce je spojeno s řadou důležitých strategických dokumentů na evropské úrovni, které jsou provázány do programování i realizace politiky soudržnosti. |

| Abstract: | The work is focused on European Union funds used within the Cohesion Policy, especially in the area of employment and the labour market. The aim of the work is to verify whether employment and the labour market have increasing support within the Cohesion Policy and whether there is a shift from subsidy thinking towards more modern financial instruments. The work is divided into seven chapters. The main emphasis is laid on the analysis of the programming period 2007 – 2013 and 2014 – 2020 in the area of the labour market and employment in the case of the Czech Republic and comparison based on selected criteria, in the last two final chapters. The context of the two programming periods compared is supplemented by an overview of the development of Cohesion Policy, incl. regional development programs as predecessors of today's operational programs. Part of the work is also devoted to reform efforts to reduce administrative complexity and introduce new elements, oriented towards higher efficiency and performance. The topic of employment and the labour market is linked to a number of important strategic documents at the European level, which are linked to the programming and implementation of Cohesion Policy. |
