| Abstract: | Bakalářská práce se zabývá případnými dopady legalizace drog v České republice pro 30. léta 21. století. V teoretické části práce definuje drogovou problematiku. Nejprve definuje nutné pojmy s problematikou související, následně shrne sociální dopady braní drog, dopady jak psychické, tak fyzické na uživatele a jejich okolí. Dále práce definuje samotnou drogovou situaci v České republice, počet uživatelů, náklady na léčbu, či na nákup drog. Jako další práce přednese pohled současných politických stran na drogovou problematiku a jejich případný zájem momentální situaci měnit, nebo zanechat. Následují argumenty obou možných přístupů k drogové problematice, respektive konzervativní prohibiční a liberální legalizační, či dekriminalizační. V další kapitole práce definuje typy drogových politik a konkrétněji přiblíží i současnou drogovou politiku v České republice. Na to navazuje bližší seznámení i se zeměmi s odlišnou drogovou politikou od České republiky. Konkrétně Nizozemí, Kanada a Portugalsko. Ve všech třech těchto státech není, na rozdíl od České republiky, aplikována prohibiční politika. V závěru teoretické části poté práce definuje a popíše ekonomické teorie, které souvisí s drogovou problematikou. V praktické části nejprve dojde k prezentaci výsledků z dotazníku ohledně drogové problematiky v České republice. Následuje analýza odborné literatury, která je spojená s argumenty pro a proti legalizaci a obsahuje i konkrétní data o účinnosti, společenské újmě a benefitech plynoucí z dané politiky. Nakonec práce představí cost – benefit analýzu legalizace měkkých drog v České republice a nastíní tak i možnou aplikovatelnou politiku na území České republiky. |

| Abstract: | The bachelor's thesis deals with the possible effects of drugs legalization in the Czech Republic for the 2030s. In the theoretical part of the thesis, it defines the drug issue. First, it defines the necessary terms related to the issue, then summarizes the social effects of drug use, both psychological and physical effects on users and their surroundings. Furthermore, the work describes the drug situation in the Czech Republic, the number of users, the costs of treatment or the purchase of drugs. Next, it presents the view of current political parties on the drug issue and their possible interest in changing or keeping the current policies. The following are the arguments of both possible approaches to the drug problem - conservative prohibition and liberal legalization or decriminalization. In the next chapter of the work, it defines the types of drug policies and gives a more specific overview of the current drug policy in the Czech Republic. This is followed by a closer acquaintance with countries with different drug policies from the Czech Republic. Specifically, the Netherlands, Canada, and Portugal. In all three of these states, unlike the Czech Republic, no prohibition policy is applied. In the conclusion of the theoretical part, the thesis then defines and describes economic theories that are related to the drug issue. In the practical part, the results of the questionnaire regarding the drug problem in the Czech Republic will first be presented. This is followed by an analysis of the professional literature, which relates to arguments for and against legalization and contains specific data on the effectiveness, social harm and benefits resulting from the given policy. Finally, the work presents a cost-benefit analysis of the legalization of soft drugs in the Czech Republic and thus outlines a possible applicable policy on the territory of the Czech Republic. |
