| Abstract: | Systém veřejného zdravotnictví v České republice prošel během pandemie koronaviru v letech 2019-2021 složitým obdobím. Bakalářská práce analyzuje užívání služeb veřejného zdravotnictví v České republice v roce 2022, a to konkrétně problém nadužívání ambulantní zdravotní péče. Datová analýza se soustředí na užívání veřejného zdravotnictví jako veřejného statku v oblasti ambulantní zdravotní péče. Definována je podoba českého zdravotního systému i jeho vývoj v období 1993-2020, a to s ohledem problém nadužívání. Součástí analytické části je i podoba zavedení, respektive zrušení registračních poplatků u lékaře. Provedena je datová analýza využívání ambulantní zdravotní péče. Existence fenoménu nadužívání zjišťuje autorské dotazníkové šetření mezi lékaři ambulantní zdravotní péče. Intertemporální datová analýza zkoumá vliv zavedení, respektive zrušení regulačních poplatků na chování jedinců. Na základě mezinárodní komparace zdravotních systémů jsou analyzovány způsoby omezení nadužívání. Výsledkem práce je prokázání hypotézy o existenci fenoménu nadužívání zdravotní péče v České republice v oblasti ambulantní zdravotní péče. Dílčí hypotéza práce stavící na předpokladu, že zavedením regulačních poplatků se sníží míra nadužívání zdravotní péče v České republice v oblasti ambulantní zdravotní péče se nepotvrdila. Hospodářsko-politické doporučení obsahuje optimální nastavení gate-keepingu a zvýšení kooperace mezi lékaři ambulantní zdravotní péče. Cíle zavedení regulačních poplatků musí být jednoznačně interpretovány a v průběhu času vyhodnocovány. |

| Abstract: | The public health system in the Czech Republic went through a period during the 2019-2021 coronavirus pandemic. The bachelor thesis analyses the use of public health services in the Czech Republic in 2022, specifically the problem of overuse of outpatient health care. The data analysis focuses on the use of public health as a public good in the area of outpatient health care. The shape of the Czech healthcare system and its development in the period 1993-2020 is defined, with respect to the problem of overuse. The analytical part includes the form of introduction or abolition of registration fees at the doctor's office. A data analysis of the use of outpatient health care is performed. The existence of the phenomenon of overuse is ascertained by an original questionnaire survey among outpatient health care physicians. Intertemporal data analysis examines the effect of the introduction or abolition of regulatory fees on individuals' behavior. Ways of reducing overuse are analysed based on international comparisons of health systems. As a result, the hypothesis of the existence of the phenomenon of overuse of health care in the Czech Republic in the field of outpatient health care is proved. The sub-hypothesis of the thesis based on the assumption that the introduction of regulatory fees will reduce the level of overuse of health care in the Czech Republic in the field of outpatient health care is not confirmed. The economic policy recommendations include optimal gate-keeping and increased collaboration between outpatient health care practitioners. The objectives of introducing regulatory fees must be clearly interpreted and evaluated over time. |
