| Abstract: | Bakalářská práce se věnuje komparaci nástrojů podpory rodin s dětmi v České a Slovenské republiky, konkrétně nástrojům státní sociální podpory. Zabývá se analýzou a komparací v období 2012–2022. V teoretické části jsou představeny sociální politika, sociální stát a role státu v sociální politice. Dále je už definována samotná rodinná politika, její principy a cíle, její nástroje obecně a následně státní sociální podpora a důležité pojmy s ní související. Praktická část se zabývá analýzou a komparací jednotlivých dávek státní sociální podpory a systému jako celek. Nejdříve je provedena komparace nastavení dávek, tedy především nároku a výše dávek, poté je komparována finanční náročnost, tedy celkové výdaje na dávky v poměru k HDP. Následně je sledována dostupnost vybraných dávek za pomocí metody modelových rodin. Dávky vyplácené ve Slovenské republice jsou vypláceny bez testování příjmů, systém je štědřejší, což se odráží na celkové výši výdajů vyplácených na tyto dávky. Systém v České republice je opatrnější a vyplácí dávky cíleněji, nezatěžuje tak tolik státní rozpočet, a přesto dokáže rodinám pomoct, když se vyskytnou v nepříznivé životní situaci. |

| Abstract: | The bachelor thesis deals with the comparison of the tools supporting families with children in the Czech Republic and Slovak Republic, specifically focusing on tools of state social support. It deals with the analysis and comparison from 2012 to 2022. In the theoretical part, social policy, social welfare, and the role of the state in social policy are introduced. Furthermore, family policy itself is defined, including its principles and goals, its tools in general, and then state social support and important related concepts. The practical part deals with the analysis and comparison of individual benefits of state social support and the system as a whole. Firstly, a comparison of benefit settings is made, focusing primarily on eligibility and benefit amounts. Then, the financial burden is compared, i.e. the total expenditure on benefits in relation to GDP. Next, the accessibility of selected benefits is monitored using the method of model families. Benefits paid in the Slovak Republic are distributed without income testing, and the system is more generous, reflected in the overall amount of expenditure on these benefits. The system in the Czech Republic is more cautious and distributes benefits more selectively, therefor not burdening the state budget as much while still being able to assist families in adverse life situations. |
