Evaluation of the use of eGovernment tools: comparison of practical use between municipalities with different levels of delegated competence

| Abstract: | Tato bakalářská práce se zabývá využitím nástrojů eGovernmentu v obcích s různou úrovní přenesené působnosti. Cílem práce je posoudit, zda implementace nástrojů eGovernmentu v obcích s různou úrovní přenesené působnosti vedla k zefektivnění a zjednodušení procesů při poskytování veřejných služeb. Práce zasazuje téma eGovernmentu do teorií veřejné správy a předkládá všeobecný přehled časové posloupnosti vzniku jednotlivých nástrojů. S tímto přehledem je následně komparován průběh implementace nástrojů eGovernmentu v obcích s různou úrovní přenesené působnosti. Dále práce shrnuje přehled cílů kladených jednotlivými vládními strategiemi v letech 2010-2021. K získání dat bylo uskutečněno dvanáct rozhovorů s různými zástupci všech typů obcí z Libereckého a Středočeského kraje. Z komparace dat a informací z rozhovorů vyplývá, že implementace nových nástrojů eGovernmentu vždy nepřináší pouze zefektivnění procesů v úřadu. Častá je neoptimální komunikace ze strany státu, která obcím přináší komplikace při výkonu úřadu. Naopak propojení jednotlivých nástrojů eGovernmentu úřadům přináší efektivnější procesy a zjednodušení práce. Z analýzy implementace nástrojů eGovernmentu s ohledem na čas vyplývá, že mezi jednotlivými typy obcí jsou běžné disparity. Jsou ale i případy, kdy implementace probíhá shodně v různých typech obcí a v souladu s časovým harmonogramem státu. |

| Abstract: | This bachelor thesis deals with the use of eGovernment tools in municipalities with different levels of delegated competence. The aim of the thesis is to assess whether the implementation of eGovernment tools in municipalities with different levels of delegated competence has led to more efficient and simpler processes in the provision of public services. The thesis situates the topic of eGovernment in the theories of public administration and presents a general overview of the time sequence of the emergence of each tool. The progress of implementation of eGovernment tools in municipalities with different levels of delegated competence is then compared with this overview. Furthermore, the thesis summarizes the overview of the objectives set by the different government strategies in the period 2010-2021. Twelve interviews were conducted with various representatives of all types of municipalities from the Liberec and Central Bohemia regions to obtain data. The comparison of data and information from the interviews shows that the implementation of new eGovernment tools does not always bring only a streamlining of processes in the authority. Non-optimal communication from the state is frequent, which brings complications to the municipalities in the performance of the office. On the contrary, the interconnection of individual eGovernment tools brings more efficient processes and simplification of work to authorities. An analysis of the implementation of eGovernment tools with respect to time shows that disparities between different types of municipalities are common. However, there are also cases where implementation is taking place in the same way in different types of municipalities and in accordance with the state's timetable. |
