Cost-Benefit Analysis of completing the D11 motorway section from Trutnov to the Czech-Polish border

An in-depth analysis of the costs and benefits of completing the D11 motorway section from Trutnov to the Czech-Polish border will be conducted in this diploma thesis. The results will be compared with the already published data. By completing the construction of the D11 motorway in said part, transit traffic will be shifted from the capacity-insufficient I/37 highway and diverted away from the urban housing, thus minimizing the negative impact on the local population. The theoretical part of the thesis concludes with a comparison of Cost-Benefit Analysis-related methodologies. The second chapter of the European Commission approach combines a qualitative description of the context, a definition of the objectives and an identification of the project, unlike the Departmental methods. The project incurred financial and economic loss, as revealed by the findings of the practical part of the thesis with a Financial Net Present Value (FNPV) of -13,143,232,094 CZK and Economic Net Present Value (ENPV) of -6,398,266,762 CZK meaning the ratio of the current value of discounted benefits cash-flow to the present value of discounted costs cash-flow, BCR, is calculated at 0.49. One finding in the practical part of the thesis is the recommendation of the implementation of various scenarios to quantify emissions from transport infrastructure construction. The financial consequences of both direct and indirect emissions should be duly assessed in the valuation process of the social cost of the project.
