| Abstract: | Práce zkoumá vývoj výdajů v českých krajích v letech 2005 až 2023 ve třech vybraných oblastech veřejného rozpočtu: neinvestiční transfery spolkům a fundacím a v rámci nich výdaje do sportu a kultury. Cílem bylo zjistit, zda jsou zvolení zastupitelé krajů náchylní k manipulaci s fiskální politikou kraje v předvolebním období s motivací získání hlasů do následujících voleb. Tyto výdaje jsou zpracovávány jako časové řady a dále jsou zkoumány pro výskyt politicko-rozpočtového cyklu. Analytická část sestává ze dvou bodů: zkoumání cyklické složky časové řady a pozorování hodnot ve volebních letech. Pro analýzu byly zvoleny nástroje Hodrick – Prescott filtr a periodogram, které jsou dostupné v softwaru Gretl. Tyto nástroje se standardně využívají při výzkumu hospodářských cyklů, kde jejich úkolem je identifikovat délku cyklu. Z celkových 35 analýz se ani v jedné z časových řad neprokázala zároveň viditelná 4letá forma cyklu a výrazně pozitivní výkyvy v období voleb. |

| Abstract: | The paper examines the development of expenditure in Czech regions between 2005 and 2023 in three selected areas of the public budget: non-investment transfers to associations and foundations and, within these, expenditure on sport and culture. The aim was to find out whether elected regional councillors are prone to manipulate the fiscal policy of the region in the pre-election period with the motivation of gaining votes for the next election. These expenditures are treated as time series and further examined for the occurrence of a political-budgetary cycle. The analytical part consists of two points: examining the cyclical component of the time series and observing the values in election years. The tools that were chosen for the analysis – Hodrick – Prescott filter and periodogram – are available in the Gretl software. These tools are standardly used in research on business cycles, where their purpose is to identify the length of the cycle. Out of a total of 35 analyses, none of the time series showed both a visible four-year cycle form and significant positive fluctuations during the election period. |
