| Abstract: | Práce se zabývá regulatorní reakcí na pandemii koronaviru v oblasti veřejných financí zejména se zaměřením na jednu ze změn, a to kompenzační bonus. Práce poskytuje základní analýzu a přehled změn v oblasti veřejných financí, které jsou roztříděné v závislosti na tom, zda jejich primární dopad byl do příjmů nebo výdajů veřejných rozpočtů. V analýze je větší důraz kladen na jedno vybrané opatření, kompenzační bonus. Dále jsou v textu demonstrovány změny podmínek kompenzačního bonusu, a to na příkladu subjektu kompenzačního bonusu. Práce je zakončena vyhodnocením vhodnosti a nastavení podmínek kompenzačního bonusu. Ve vyhodnocení docházím k tomu, že byl kompenzační bonus nejdůležitějším nástrojem pomoci během pandemie koronaviru pro osoby samostatně výdělečně činné a také byl, i přes některé dílčí nedostatky, nastaven vhodně. |

| Abstract: | This thesis deals with the regulatory response to the coronavirus pandemic in the field of public finance especially focusing on one of the regulatory measures, the compensation bonus. Presented thesis provides basic analysis and overview of changes in the field of public finance. These changes are arranged based on their effect on expenditures or revenues of public budgets. The main focus of the analysis is on one of the measures, the compensation bonus. The changes in the conditions of the compensation bonus are demonstrated using an example of the subject of the compensation bonus. The thesis concludes with an evaluation of the appropriateness and setting of conditions of the compensation bonus. The evaluation concludes that compensation bonus was the most important instrument for the self-employed and despite a few partial shortcomings, the compensation bonus was set appropriately. |
