Simulation of increase/decrease in selected revenues and expenditures of the Popovičky municipality budget for 2023 in connection with the completion of the development project

| Abstract: | Cílem bakalářské práce je simulace nárůstu/poklesu vybraných příjmů a výdajů rozpočtu obce Popovičky pro rok 2023, které souvisejí s výstavbou developerského projektu OAKS Prague, a následná komparace těchto dopadů s příjmy a výdaji rozpočtu obce v roce 2023. Práce se může stát inspirací pro ostatní obce v České republice, které jsou ve stejné situaci, tedy očekávají výstavbu developerského projektu s potenciálním výrazným nárůstem počtu obyvatel. Metodika umožňuje obcím v hrubých nákresech posoudit vliv i základní kalkulaci dopadů developerského projektu na jejich rozpočty. Výsledná komparace simulace příjmů a výdajů v souvislosti s dokončením Oaks Prague s rozpočtem obce Popovičky v roce 2023 ukázala, že v případě nárůstu počtu občanů o 1 100 dojde ke zvýšení celkových příjmů obce o 105 %. Celkové výdaje také prokazují rostoucí trend, a to o 6 %. V případě, že realizace projektu nepřinese žádný přírůstek ke stávajícímu počtu občanů obce, dojde i tak k nárůstu rozpočtových příjmů o 135 785 Kč a výdajů o 90 092 Kč. Významný nárůst příjmové strany rozpočtu lze využít například na rekonstrukci, či výstavbu nového obecního úřadu nebo na modernizaci silniční komunikace v obci. |

| Abstract: | The bachelor thesis aims to simulate the increase/decrease of selected revenues and expenditures of the Popovičky municipality budget for the year 2023, which are related to the construction of the OAKS Prague development project, and the subsequent comparison of these impacts with the revenues and expenditures of the municipality budget in 2023. The thesis can become an inspiration for other municipalities in the Czech Republic that are in the same situation, i.e., expecting the construction of a development project with a potential significant increase in population. The methodology allows municipalities to assess, in rough outlines, the impact and basic calculation of the impact of a development project on their budgets. The resulting comparison of the simulated revenues and expenditures associated with the completion of Oaks Prague to the 2023 budget of the village of Popovičky showed that there would be a 105% increase in the village's total revenues if the population increased by 1,100. The total expenditure also shows an increasing trend, up by 6%. In case the implementation of the project does not bring any increase to the current number of citizens of the municipality, there will still be an increase in budget revenue by 135 785 CZK and expenditure by 90 092 CZK. The significant increase in the revenue side of the budget can be used, for example, for the reconstruction or construction of a new municipal office or for the modernization of road in the municipality. |
