Tato práce pojednává o definování veřejné podpory jako formě podpory týkající se všech oblastí hospodaření v České republice. Jednou z významných částí je veřejná podpora výzkumu, vývoje a inovací, zaměřená na podporu výzkumných programů. V teoretické části se práce věnuje vysvětlením základních pojmů v oblasti vědy, výzkumu a inovacích, možnostem získání účelové nebo institucionální podpory. Cílem praktické části této práce je studovat problematiku veřejné podpory v národním hledisku především se zaměřením na výzkum, vývoj a inovací a zhodnotit efektivnost možností financování výzkumných projektů prostřednictvím veřejné podpory ve státní správě. Práce je zacílena na zjištění odpovědi na otázku, jak zjednodušit dosavadní celkový proces podávání žádostí o veřejnou podporu. Analýza vyhodnocení dotazníku ukázala, že hlavní překážkou efektivního fungování procesu podávání žádostí o veřejnou podporu je administrativní zátěž, a to jak ze strany uchazečů o veřejnou podporu, tak ze strany poskytovatele veřejné podpory. |

| Abstract: |
This thesis deals with the definition of public support as a form of aid concerning all areas of economy in the Czech Republic. One of the important parts is public support for research, development and innovation, aimed at supporting research programmes. In the theoretical part of the thesis, the basic concepts in the field of science, research and innovation are explained, as well as the possibilities of obtaining specific or institutional support. The aim of the practical part of this thesis is to study the issue of public support in the national perspective, mainly focusing on research, development and innovation, and to evaluate the effectiveness of the possibilities of financing research projects through public support in the state administration. The work is aimed at finding the answer to the question of how to simplify the current overall process of applying for public support. The analysis of the questionnaire showed that the main obstacle to the effective functioning of the public support application process is the administrative burden, both on the part of the applicants for public support and on the part of the public support provider. |
