Cílem této práce je zhodnotit základní parametry výběrových řízení v rámci zajištění železniční dopravní obslužnosti. Dílčími cíli je charakterizovat právní rámec, popsat výběrové řízení a porovnat vzorek smluv uzavřených v letech 2019-2023. V první části je popsáno, na základě literární rešerše a analýzy zákonů, financování a právní rámec v oblasti osobní železniční dopravy. Druhá polovina teoretické části se zaměřuje na průběh výběrových řízení, který byl zpracován po provedení analýzy u zaměstnavatele. V praktické části práce je provedená pečlivá srovnávací analýza a hodnocení vybraného vzorku smluv. Dochází tady ke zjištění odlišností mezi a v rámci zkoumaných skupin smluv - dálkových a regionálních. Výsledky práce ukazují větší odlišnosti ve skupině krajských smluv a větší ucelenost dálkových smluv. Další analýza prokázala reakci části smluv na pandemii Covid-19 a válečný konflikt na Ukrajině, a to přes snížení objednávaných vlakových spojení a zvýšení vyplácených kompenzací. |

| Abstract: |
The aim of this thesis is to evaluate the basic parameters of tenders for the provision of rail transport services. The sub-objectives are to characterise the legal framework, describe the tendering procedure and compare a sample of contracts concluded in 2019-2023. In the first part, the financing and legal framework in the field of passenger rail transport is described, based on a literature search and analysis of laws. The second half of the theoretical part focuses on the tendering process, which was developed after an employer analysis. In the practical part of the thesis, a careful comparative analysis and evaluation of a sample of contracts is carried out. Here, differences between and within the groups of contracts under study - long-distance and regional - are identified. The results of the thesis show greater differences in the group of regional contracts and greater coherence in the long-distance contracts. Further analysis has shown the response of some contracts to the Covid-19 pandemic and the war conflict in Ukraine, despite a reduction in train bookings and an increase in compensation payments. |
