Tato diplomová práce se zabývá trhem práce, nezaměstnaností a jejím snižováním. Důraz je kladen především na aktivní politiku zaměstnanosti. Pro analýzu byly zvoleny jedny z jejích nejpoužívanějších nástrojů, a to společensky účelná pracovní místa a veřejně prospěšné práce. Cílem je zhodnotit cílenost výdajů na tyto nástroje za roky 2011, 2015, 2019 a 2023 ve 3 krajích, které se potýkají dlouhodobě s nejvyšší mírou nezaměstnanosti. Druhým cílem je zjistit závislost mezi ročními výdaji na politiku zaměstnanosti a roční mírou nezaměstnanosti. Pro tuto analýzu byla použita metoda lineárního regresního modelu. Z výsledků cílenosti vyplynulo, že se vždy nepodaří realizovat politiku podle stanovených cílových skupin a v druhé analýze byl zjištěn pozitivní vliv ročních výdajů na rekvalifikace na roční míru nezaměstnanosti. |

| Abstract: |
This thesis deals with the labour market, unemployment and its reduction. The emphasis is mainly on active labour market policy. One of its most used instruments, namely socially useful jobs and community service, were chosen for the analysis. The aim is to assess the targeting of expenditures on these instruments for the years 2011, 2015, 2019 and 2023 in the 3 regions facing the highest unemployment rates in the long term. Another objective is to ascertain the relationship between annual labour market policy expenditures and annual unemployment rates. A linear regression model was used for this analysis. The results of the targeting exercise showed that it is not always possible to implement the active labour market policy according to the target groups. In the second analysis, the annual expenditure on retraining was found to have a positive effect on the annual unemployment rate. |
